The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2016. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Data Integration Architect to their IT team to add value in an advisory capacity. This role is responsible for the successful delivery of technology initiatives and focuses on the elements required to manage all aspects of data and information (both structured and unstructured) from business requirements to logical and physical design. This role spans the full information management life cycle from acquisition, through cleanse, transform, classify and storage to presentation, distribution, security, privacy and archiving. The key interests of the Information Architect include databases (relational, hierarchical and object-oriented), file systems and storage management, as well as document imaging, knowledge and content management, taxonomies and business intelligence. This role must be capable of designing centralized or distributed systems that both address the user's requirements and perform efficiently and effectively.

Technically leading and managing a small team of software developers, your responsibilities in the role will include:

• Scoping engagement requirements to obtain detailed knowledge of business objectives, processes and system/data owners.
• Identify, analyze and define organization needs and translate them into functional and technical requirements
• Create a data warehouse / data integration centre of expertise (DICE) to establish the scope of data integration, define the architecture and vision and help implement that vision.
• Manipulation and analysis of data and transformations using innovative techniques to extract the necessary intelligence from related data assets.
• Providing advisory services across the data management spectrum that includes Data Governance, Data Quality Standards, Data Integration, Master Data Management, Data extensibility capabilities new service enablement, new technologies and new deployment models.
• Articulating the Data Management proposition to clients and internal staff, acting as a champion for Data Management across the organization.
• Formulating Geographic Information System (GIS) & Non GIS repositories Data dictionaries, data warehousing, Enterprise application integration, metadata registry, semantics, data retention, SQL, Procedural SQL, XML including schema definitions and transformations.
• Producing requirements specifications, architectural designs and interface specifications.
• Database modelling (Logical & Physical) Refining CIM reference model (Common Information Model), and web services interfaces (WSDL), design and management and patterns experience discovering patterns in the data mode to enable coalescing similar data.
• Understanding of issues surrounding requirements definition, analysis, design, development, implementation and support.
• Design of service-oriented architecture for spatial data integration data clearance and its application in building GIS & Non GIS systems (Data delivery).
• Progress reporting to senior management and the end customer.
• Managing risk and project deliverables.

Requirements

Essential attributes include:

• Degree in IT / Computer Science or comparable with 15 years data integration experience integrating data with data warehouses, data marts and business intelligence (Bl) projects.
• Has an understanding for business challenges and translates them into process / technical solutions, as well as manages client relationships within the context of each individual role.
• Strong technical skills are essential as candidates will be expected to develop solutions either individually or as part of an integrated multi-disciplinary team.
• Implementation of enterprise business plan in Governmental organizations: Public Works in specific would be highly regarded.
• Experience with business performance management (BPM) packages - bundles of Bl tools, ETL (extract, transform and load) tools, analytic engines and prebuilt data warehouses -- for analyzing business data.
• Knowledge and experience of defining and delivering technology strategy programmes and the ability to resolve any data strategy issues concerning quality, consistency and growth across client databases,
• Exposure to other related Data Management experience in Data Governance , Data Standards documentation , Master Data Management, and Data Integration
• Experience with Enterprise Data Modelling (Entity-Relationship Diagrams, Data Flow Diagrams, Data Vault Modelling.
• Practical experience in majority of Master Data Management Customer Data Integration Extract Transform & Load Data Warehousing.
• Practical experience in the majority of the following: Master Data Management, Customer Data Integration, Extract Transform & Load, Data Warehousing, Data Mining, Enterprise Information Integration, Enterprise Application Integration, Federated Database Systems, SOA-based Data Integration and Data Governance.
