In Libya, AECOM leads the Program Management Department for the Great Socialist People's Libyan Arab Jamahiriya Housing and Infrastructure Board (HIB). AECOM is the main advisor for the Libyan HIB for major cities throughout the country. The company serves as the overall program manager of the HIB capital budget program - a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors. The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes. The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design. POSITION OVERVIEW: We are seeking a Deputy Director for Shared Services to provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations. Responsibilities include leadership and delivery as part of an integrated management team of the functions of Legal Services, Finance and Administration, Human Resources, Knowledge Transfer and Training, Housing and Logistics, Communications and Security. The Deputy Director for Shared Services must be capable of managing a project or program valued over $1 billion in total installed cost. The project or program requiring company representation at this level may be of lesser total installed cost if management determines that it requires an unusual technical or managerial approach. Prior experience must include significant project management or construction management assignments at the Program Director level. Experience should also include operations management of personnel and facilities. SPECIFIC RESPONSIBILITIES: Acts as the Company representative with the client and selected subcontractors during the program execution. Negotiates changes to the scope of work with the client and key subcontractors. Collaborates with Business Development to market and secure additional work with client. Responsible for following up on instructions and commitments associated with the project. Participates in negotiations with regulatory agencies and in public meetings in support of clients. Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements. Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans. Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items. Performs other responsibilities associated with this position as may be appropriate. PREFERRED EDUCATION/EXPERIENCE: Technical degree in Engineering or Architecture with 15+ years of experience in project and business development; or, a business/marketing degree with specific experience working extensively in the professional technical and management services sector working with technical staff to develop marketing plans, strategies, business development and client management. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related large-scope project types. Significant experience in Federal Government program management and Familiarity with Federal Government agencies and contractors is required. Large International Program Experience preferred.
