The RoleThe RoleParsons International is looking for an experienced Design Delivery Manager to provide technical guidance, direction and management to a team of multi-disciplined design engineers completing transportation and utility designs for a mega scale development project in Abu Dhabi. The Design Delivery Manager is responsible for the scope development and scope management for the assigned portion of the development. Provides technical guidance within area of expertise and ensures design components are fully coordinated and quality control checks have been thoroughly accomplished to avoid clashes between services and other portions of the infrastructure. Ensures on-schedule completion within or below budget in accordance with contractual obligations. Develops in-depth knowledge of client objectives and coordinates designs with the client on recurring basis as well as submitting designs to the appropriate agencies for approval. Duties and Responsibilities: Acts as the project representative with the client and sub-consultants during the project design. Negotiates changes to the scope of work with the client. Responsible for following up on instructions and commitments associated with the project. Participates in negotiations with regulatory agencies in support of clients requirements. Establishes the deliverable requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference. Plans, directs, supervises, and controls the execution of design functions of the assigned project. Identifies the design disciplines needed for the individual portion of work and assigns responsibility for executing design documents to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Mobilizes resources to create project teams capable of completing the designs. Discusses the qualifications required of the key project positions in specific detail with the Senior Design Managers and collaborates with the office facilities staff to address project space requirements. Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of the project. Ensures that the project meets or exceeds goals established in these plans. Works with the client’s representative to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items. Performs other responsibilities associated with this position as may be appropriate. |
RequirementsRequirementsExperience and Qualification: • 4-year degree in Engineering or related technical/business field. • At least 12 years of related infrastructure experience, particularly in design of transportation systems (roads, highways, bridges) and/or utility plants and distribution systems, pumping stations, electrical substations, sewage treatment plants; 5 years of which should be in a supervisory level. • Professional / Chartered Engineering registration is desired. • Proven ability to perform in a management capacity. • Excellent written and oral communications skills. • Thorough knowledge of industry practices and regulations. |
