One of my clients, a leading Telco operator in Afghanistan is looking for a Director of Core & VAS (O&M).

MISSION

Lead Core and Value added services (CAV) Network Operations and maintenance Organization

MOJOR RESPONSIBILITIES

• The Director of CAV network O & M will be responsible for managing operation and maintenance of nationwide NSS network, IN, SMSC and other value added services platforms to maintain network availability as per the approved KPIs
• This position will be responsible for the day-to-day operation of the network
• This position will have a major emphasis on managing and supporting a team of highly skilled and experienced Engineers and technicians and will be responsible for ensuring that targets and objectives for the group are met within agreed budgets and timelines. Excellent influencing skills are essential as is the ability to foster relationships at all levels within the CAV Network Operations & Maintenance Organization
• Manage collection and analysis of network downtime/outages statistics, decision of deadlines and targets for corrective and preventive measures and monitoring of the implementation of suggested solutions/recommendation
• The Director will assist in the design and implementation of remote network monitoring systems and their subsequent evolution
• Allocate technical resources to meet maintenance activities.
• Monitor and ensure network availability metrics are achieved by the team.
• Develop and implement methods and procedures for trouble resolution and outage notification for all WAT network elements.
• Work with Managers to define work and implement processes/standards and maintenance best practices.
• Provide support for the CAV Network Operations and Maintenance Group including performance management, career development and training.
• Control capital and operating budget expenditures, support business case submission to Budget Committee
• Represent team to internal/external customers and vendors.
• Build relationships with other areas of the technology department and encourage a culture of teamwork and collaboration across the technology teams.
• Establish and maintain regular communication with staff, set development objectives and give performance feedback in order to create a high performance culture within the group.
• Continuously strive for greater efficiencies within the group with a view to achieving improvements across the Technology Organization.
• Arrange on-job training of engineering operations staff and maintaining its records in coordination with O & M support
• Provide assistance in counseling and motivation of engineering staff
• Ensure best utilization of available human, material and financial resources
• Manage availability of technical documentation for all sort of in-use equipment, at all manned locations in the region.
• Manage follow-up on all sorts of audits
• Audit group for Health and Safety Accreditation –
• Provide Status reports for all active projects within the Group
• Manage close monitoring of the outsourced maintenance and support contracts implementation and their effectiveness in achievement of the desired results
• Manage setting targets for the regional managers and team leaders and monitoring of the results

ACADEMIC QUALIFICATION

• Bachelor’s degree required in engineering, information technology or related field, with educational focus combining technical, problem-solving, business, and management skills
• or equivalent in education and experience

EXPERIENCES

A minimum of ten years in cellular Engineering or Operations with at least 2 years in Operation and maintenance of NSS network from a senior management level. Must have related experience from a major carrier.

• Strong technical knowledge of wireless telecommunications,
• Proven experience in operation and maintenance management

• Mathematical ability to calculate budgets, business-cases, capacity planning etc.
• Experience in implementation and operations of embedded full network monitoring and testing systems.
• Workforce forecasting and scheduling experience in a 24/7/365 environment.
