The Role


Scope of responsibilities
Supervise the Discipline engineers and designers in carrying out the detailed engineering work for all projects and proposals. Assume responsibility for conceptual and detailed design in compliance with the project specifications, international codes and standards and good engineering practices. Take measures for maintaining quality of engineering, completion of projects within the budgeted man-hours and cost and adhering to the project schedule.

Primary duties
Plan and allocate manpower resources for executing the different projects, proposals and other activities of the Discipline.
Facilitate the manpower recruitment process in co-ordination with HR.
Identify and initiate training and development activities.
Encourage design improvement and technical excellence in consultation with the Discipline specialists.
Arrange internal audits for monitoring quality of Discipline documents and deliverables.
Review and approve manhour, cost and BOQ estimates of proposals.
Maintain high productivity level of employees and recommend cost effective measures to reduce manpower costs.
Conduct internal staff meetings to ensure the progress of projects in accordance to schedule, allotted manhours and budgeted costs.
Evaluate project schedules in liaison with the lead engineer.
Direct the engineers and designers towards achieving quality and maintaining budget and schedule.
Ensure compliance with Company ISO quality procedures.
Facilitate Company’s internal and external quality audits in co-ordination with the QA/QC Department.
Interact with the Engineering Director and other Discipline Managers on a regular basis in order to ensure smooth functioning of the Engineering Department.
Interface with other Departments (e.g. Project Management, Project Planning & Control, Procurement, QA/QC, Construction and Commissioning) as required for the proper execution of the projects.
Establish performance criteria and direct employee performance appraisals.
Give recommendations/directions to HR on employee salary matters.
Identify employee strengths and weaknesses and provide feedback as necessary.
Encourage employees to diversify and improve skills.
Attend to employee problems related to work environment, compensation, general welfare, etc.
Provide advice and guidance to engineers and designers on important technical issues as well as managerial matters.

Requirements


Requirements


Must have at least 20 years of experience in Oil & Gas/Petrochemical industry include at least 3 years in similar capacity in similar organization have proven track record of technical and managerial skills.

Familiarity with EPC working environment.
Exposure of software packages like PDMS, PDS, Caesar II. Good working knowledge of MS Office.
Good knowledge of international standards and codes e.g. BS, ASME, EJMA, AWWA, ASTM, API, ISO.
Good knowledge of detailed piping engineering and capable of reviewing engineering documents.
Good knowledge of safety and quality procedures.
