Job description / Role

Employment: Full Time

1. Role Objective

To execute all required operational, administrative activities related to Emergency Response, and administer the TPQ Emergency management program in close coordination with the relevant local authorities and governmental bodies with accordance to the laws, rules and regulations implemented in the State of Qatar,. To organize those services and activities pertinent to emergency preparedness of TPQ and coordinate response to actual emergencies and disasters in line with TPQ HSE and The Shield security services and their respective vision, mission and objectives.

2. Detailed Roles and Responsibilities:
Know-How (for all levels)
• Respond to emergency field operations.
• Deliver correct and clear verbal and written reports to the management.
• Assist in developing and continuously refine Technical and Operational procedures.
• Assist in Preparing strategic Technical development plans
• Prepare Technical reports related on current and future levels
• Documenting and reporting emergency incidents details and procedures for managing its intellectual capital and other important resources.
• Maintain the following deliverables:
- Timely commencing and processing operations
- Strict and supportive control of projects under implementation
- Implement value-adding know-how in executing core and complex projects
- Enhanced external and internal positive reputation of the company
• Manage the necessary equipment and technical materials available to support the service operations



Problem Solving (If any)
• Provide professional technical advice and guidance to coordinators, supervisors and staff on issues relating to field Security operations
- Emergency technical coordination and situation management
- Emergency Center Management
- Technical Emergency plan maintenance
- Technical Emergency policies and procedure maintenance
- Emergency risk maintenance
- Technical Emergency training development and implementation
- Internal and external liaison
Accountability
• Accountable for the following responsibilities:
• To show and demonstrate effective technical response style that will motivate the teams to be committed to their work with discipline and enthusiasm.
• To set up, Implement and maintain solid emergency plans.
• Execution of emergencies response technical plans to ensure optimum utilization of the resources.
• Identifies the required contractors, who can assume relevant supportive roles.
• Coordinate with the supporting departments and provide the team all the necessary information for making the right execution decisions, and provides them with all the information they need to make his needs available on time and with high accuracy.
• Ensures effective utilization of the company’s resources (equipment, materials, and manpower).
• Develop and establish solid professional relations with all stakeholders
• Develop and maintain solid professional relations with the relevant local authorities.

General

• Be alert on any matter related to design or structures that may affect the core of the emergency coordination programs.
• Be Alert for Environment related regulations and changes that might be applicable for TPQ
• Maintain current knowledge and best practice in administration processes and initiatives to enhance the general performance of services rendered
• Guarantee availability of support services and personnel for the running of the physical tasks.
• Oversight of Occupational Health and Safety activities and practices..
• Control inventory of relevant materials and services
• Provide high standard written and verbal correspondences methods
• Ensure continuous enhancement of services by providing trainings and updates for the operational staff.
• Organize required manpower efficiently
• Recommend and assist in implementation of goals and objectives, establish schedules and methods for providing emergency preparedness services, implement policies and procedures.
• Monitor program performance, recommend and implement modifications to systems and procedures.
• Develop and conduct technical training sessions with other TPQ stakeholders and outside agencies.
• Prepare and present staff reports to various committees as may be required.
• Develop technical emergency and environment policy recommendations
• Respond to and coordinate emergency situations in coordination with the other responder organizations on TPQ and The Shield, HSE capabilities and systems
• Develop proactive technical emergency risk mitigation strategies and approaches, including systems, in cooperation with The Shield/ HSE Risk management Officer.
• Undertake continues risk and HAZMAT analyses and update relevant documentation and procedures

Requirements

1. Educational Qualifications:
• University degree, specializing in risk management and /or emergency and environment management.
• Preferably completed formal emergency qualification (FEMA) and /or OHS qualifications

2. Experience:
• Operations, services and activities of an emergency services and disaster relief program
• Typical city-wide emergency services and processes.
• Principles and practices of supervision and training.
• Public safety response and coordination
• Disaster recovery management.
• Principles and practices of emergency service program development and implementation.
• Concepts of emergency activities at various levels of government.
• Intergovernmental relations and political processes.
• Methods and techniques of disseminating information and soliciting public support.
• Recent developments, current literature and information related to emergency preparedness and disaster relief.
• Basic procedures, methods and techniques of budget preparation and control.
• Modern office equipment including computers and applicable software applications.
• Pertinent local laws, codes and safety regulations
• Demonstrable management abilities of value-for-money contracts across a range of capital equipment and manpower.
• Ability to function with a high level of autonomy while being a strong team player with a clear appreciation of companies strategies, policies and priorities
• Excellent communications, presentational and persuasive skills in order to build and maintain effective working relationships with the various managers, departments and staff groups
• Good business sense, with the ability to contribute proactively to the overall activities and success of the company and becoming an integral part of the executive team,
• Good sense of priorities, strong commitment with the flexibility, adaptability and the high energy needed to achieve results in a dynamic, entrepreneurial international organization
