We are currently hiring for an Engineering Manager for Engineering Services, for our Operations in Doha, Qatar.

Responsibilities:
Lead a multi-discipline team of Project Engineering Managers (PEM) in the execution of the full range of engineering works for large engineering project proposals. Plans, coordinates, controls, supervises and approves all aspects of the engineering scope with respect to technical suitability, quality, productivity and budgets. Under this remit your responsibilities will include the following:

Review the bid document and understand the project scope of work.
Contribute to the preparation of major proposal technical documents including strategies, procedures, plans, lists, schedules and budgets.
Define the engineering organization for the engineering part of the proposal
Originate issue and maintain engineering control documents for the engineering scope of work including engineering execution plan, deliverables lists, schedules, man-hour budgets, sub-contract strategies, IDC coordination and information requirements schedules.
Establish and communicate the project requirements and work processes required by your team to complete the assigned scope of work.
Direct the engineering team in the development, issuing and maintenance of technical deliverables in accordance with the bid technical requirements.
Establish auditable processes for the review and approval of deliverables for adherence to technical, QA/QC and HSE content before issue.
Identify and resolve contentious technical issues, seeking expert consultation outside the project if necessary.
Drive the engineering programme while recognizing the interdependencies of all disciplines and the impact of immature information.
Expedite as necessary
Identify technical queries and manage to arrange clarifications from client / vendors.
Forecast trends, anticipate and document problems which may lead to difficulties in meeting proposal schedule milestones.
Work within the execution team to address, minimize or eliminate the effects of these problems.
Implement, monitor and maintain productivity targets for your team, including overtime, quality and budgeted man hours.
Conduct routine meetings with supervised staff to discuss these objectives.
Ensure effective communications and coordination within the supervised team, and across project functions.
Lead the project technical team in its relationship with internal clients, operations engineering team, client, vendors, 3rd party contractors, subcontractors, partners, satellite offices and auditors. Interact, coordinate and influence as required.

Requirements

Education and Skills:
•BSEng in any recognized engineering discipline.
•Should possess formal post-graduate accreditations in leadership, management and/or project management.
•Typically 20+ years relevant post graduate work experience in an EPC Company or Engineering consultancy within the oil and gas industry in a professional technical capacity involving engineering, design, construction and
commissioning.
•Must have worked at least 5 years in a Project Engineer / Engineering Manager capacity, leading a team of engineers and designers.
•Must possess broad experience in the execution of multi-discipline engineering work on large / complex projects across the complete EPC lifecycle.
•Must be thoroughly familiar with international codes and standards, industry practices and tools across all major disciplines, as well as local regulatory requirements in multiple jurisdictions.
•Must possess a strong working knowledge of upstream and downstream oil & gas and/or petrochemical units and operating principles. Other industry specific knowledge may be acceptable on a location-by-location basis.
