Employment: Full Time

POSITION OVERVIEW:

Provide delivery and support and of Engineering Systems (ES) and design applications for Parsons’ operations in MEA. Work closely with both Parsons Engineering Management and staff to assure that Parsons has engineering and design applications that support Parsons immediate needs and long-term business plans. Promotes standardization of engineering and design applications and systems throughout Parsons and individual GBUs.
Provide technical direction to the Parsons design and engineering teams in MEA. Identify the engineering software requirements of all GBU projects; provide oversight to ensure the delivery of engineering and design software that will best assure the success of those projects.
Develop, budget and manage delivery of ES initiatives that support the long term needs of the business. Monitor and manage ES licensing in MEA to support the needs of the design staff.

SPECIFIC RESPONSIBILITIES:

Provides leadership and direct supervision to the MEA ES Technical Support Staff. Monitor productivity and technical proficiency of assigned staff members. Conduct performance evaluations, provide ongoing performance feedback, and take corrective action as necessary. Recommends hiring decisions, promotions, salary actions and terminations.
Maintain regular communication with MEA Technology Director to provide ES Project Status Reports as well as budget and schedule reports.
Participate in ES business planning and budgeting process. Develop and recommend ES solutions, to assure that they are aligned with business goals and objectives, that ES applications and systems adequately support the existing requirements and that they continue to support long-term growth and direction.
Track developments of new technologies, applications and automation strategies to support engineering and design, and identify those that have potential applicability to Parsons.
Develop high quality presentation material and budgets to support ES / IS initiatives
Recommend and implement the use of new technologies, ES applications and automation strategies at Parsons. Manages the introduction and use of those products within Parsons, for a GBU or in individual projects.
Work with Engineering application vendors to evaluate the potential effectiveness of their products for implementation at Parsons.
Recommends implementation of vendor applications and systems; plans implementation, coordinates delivery and assures successful testing and use.
Participates in developing Parsons hardware standards for engineering and design systems.
Evaluate requests for ES Software not currently in the Parsons licensing pool to ensure that it’s functionality is not available in an existing application. Liase with vendor and Parsons Procurement Team to negotiate pricing and licensing terms for new software purchases.
Participate in Global BIM / VDC steering committee.
Contribute ES and BIM marketing material and ES estimates for business development ventures

Requirements

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Engineering related discipline (or related curriculum) and at least 15 years of progressive experience working with engineering related software and / or engineering IT technologies. Possess specific industry knowledge applicable to the engineering systems and applications required for Parsons International.

CERTIFICATIONS:

One or more of the following certifications preferred: Industry-related AEC certifications such as BIM or LEED. Vendor certifications such as Autodesk, Bentley, Intergraph and ESRI. Microsoft Windows Operating systems (E.g., Microsoft Certified Engineer), SQL.

SKILLS/COMPETENCIES:

A thorough understanding of current and evolving ES software applications
Seasoned expert with 2D/3D CAD, BIM and GIS and how these systems relate to Parsons requirements
Working knowledge of software licensing models and requirements
Strong technical understanding of the infrastructure required for engineering systems such as servers, advanced 2D/3D work stations, networks and associated systems
Ability to create, monitor and manage budgets for multiple applications.
Demonstrated ability to work in a collaborative and diverse team environment.
Strong leadership ability and demonstrated successful performance in a management role.
Ability to work effecitively with Senior and Executive level management.
Ability to manage and track deliverables across several work groups.
Excellent problem solving , interpersonal communication, and project management skills
Desire for achieving excellence in customer satisfaction, process and product quality and reliability.
Extensive knowledge of software licensing policies and practices and experience negotiating service level agreements.
Written and oral english communication skills appropriate for the position, including the ability to speak with authority on technical issues in various professional settings and to persuade listeners regarding best approach to resolving user's problem (may include communication via telephone, in person, presenting to large groups, community events).
Ability to write complex documents (may include policies and procedures and presentations). Communicates with a wide variety of individuals (employees and all levels of management) throughout the organization and outside of the organization (i.e. clients, vendors).
