Job description / Role

Employment: Full Time

1. Role Objective

Ensure that contractors working on site do not pollute the environment
Enforce State legislation, and Company policies and procedures
Ensure that best environmental practice is carried out by contractors and organizations operating on The Pearl-Qatar
Monitor site activities on The Pearl-Qatar and maintain observation records to trend and mitigate the effects of pollution
Prepare and present environmental compliance training to contractors / operators
Carry out sampling, testing and analysis related to all environmental monitoring plans
Participate in and contribute to fortnightly contractors HSE meetings
Produce monthly inspection and sampling schedules in conjunction with Environmental Technical Specialist and Hygiene Specialist
Produce and issue reports and non-conformance notices to Management, contractors and operators
Help to achieve a higher level of environmental conformance across the island by contractors and operators
Detailed Roles and Responsibilities:
Know-How (for all levels)
Conduct site investigations and audits to determine level of compliance to State requirements and Company policies and procedures
Environmental report writing, reviewing and assessment on reports and documents submitted
Operation of The Pearl-Qatar site pollution prevention programme
Coordinate and operate the environmental Incentive Programme along with other members of the department
Carry out monitoring, sampling and testing of requested parameters of contractors and operators on The Pearl-Qatar to prevent pollution of the environment from any non-conformance.
Coordinate with Field Inspectors to ensure monitoring activities are completed as per the department business plan.
Review and summarize pest control permit applications from contractors, operators and retailers
Carry out hygiene inspections under the guidance of the Hygiene Specialist covering on-site operational and construction activities including:
- Potable, bathing and marine water quality at towers, townhouses and villas
- Hygiene standards and potable water quality at Food and Beverage outlets
- Hygiene standard (Sanitation and potable water quality testing) at construction sites and camps
- Fortnightly water sampling and testing
- Any required Ad Hoc sampling
- Monitor HACCP programme of food and beverage outlets
Air quality testing and noise monitoring including:
- Dust monitoring
- Indoor air quality monitoring
- Noise monitoring

Planning, organizing and integrating managerial knowledge:
Schedule individual site monitoring plan on a monthly basis
Coordinate site monitoring plan with Field Inspectors to ensure full island coverage.
Coordinate environmental monitoring schedule with Field Inspectors to ensure monitoring is covered as per the Business plan
Keep up to date reports and site inspection details for follow up and record keeping
Ensure the completion and closure of any follow-up issues relating to environmental non-conformance

Communicating and influencing skills:
Communicate with contractors to assist in environmental awareness and relevant induction training including Fit-out contractor training
Communicate with HSE personnel and other department employees
Educate and train contractors / operators on environmental compliance
Participate in and contribute to fortnightly contractors HSE meetings

Problem Solving (If any)

Have the ability to work independently to complete designated time sensitive tasks when required
Prioritize issues/tasks based on level of risk and urgency of requirement
Ability and motivation to carry out investigations to determine route cause of non-conformances
Understand Qatari law and Company policies and procedures and how to assist contractors / operators so that they understand and comply.

Accountability

Responsible for decisions associated with inspections
Responsible for keeping records of inspections, issues and correspondence for follow up purposes and documentation reasons
Coordinate with Field Inspectors to ensure monthly schedule is completed as per business plan objectives
Candidate must be able to work independently, prioritizing tasks and meet deadlines.
General

Site inspection / audits

Monitor environmental practices on The Pearl-Qatar
Potable, bathing and fortnightly water sampling and testing
Noise, dust and air quality monitoring
Support other team members
Analyze on-site operations and construction activities
Conduct contractor and fit out contractor training
Data analysis, interpretation and report writing
Review and update existing environmental policies, procedures, guidance notes, work instructions whenever needed
Assist in generating an annual scope for environmental works and external services

Requirements

1. Educational Qualifications:
Diploma at a minimum or Bachelor in Environmental related field
Formal qualification in the following:
- NEBOSH or similar related environmental professional qualifications is an advantage
- Environmental Management Systems & Quality Assurance
- Occupational Health and Safety

2. Experience:
3 years or more

3. Behavioral Competencies: (similar for same job levels)

4. Technical Competencies: (similar for same job families)

5. Experience working with monitoring equipment

6. Experience in waste management and pollution prevention

7. Experience in environmental auditing

8. Experience in emergency response planning

Oral and written Arabic and/or Hindi is an advantage
