Our client is a leading cost management consultant in the Middle East. They view property and construction assets as having complex, integrated lifecycles. This consultant delivers a portfolio of services along this lifecycle, from concept through design and construction to the management and maintenance of a project or asset. They are one of the leading asset management and construction consultants, established for more than 100 years.

Duties & Responsibilities:
We are urgently looking for an Estimating Manager to lead a team and work on a project in Qatar.
• Estimating and cost planning stages; feasibility to detailed design of CAPEX and OPEX costs
• Preparation of cashflow estimates and updating at each stage
• Procurement process management, prequalification and provision of procurement advice
• Overseeing the preparation of bills of quantities in accordance with CESMM, QSMM and SMM
• Preparation of tender documentation and tender analysis for consultants or contractors
• Selecting, negotiating and forming contracts
• Excellent knowledge of FIDIC and other forms of contracts
• Change management, provision of estimates and overall budget control
• Post contract administration services of consultants and contractors
• Review of variations, claims, quantum and provision of contractual advice
• Management of consultants and contractor agreements
• Management of disputes and notices procedures
• Negotiation of final accounts and project close out procedures
• Provision of reports as required by the client and other stakeholders
• Quality control; compliance with policies and procedures
• Value engineering and life cycle costing
• Risk management

Requirements

You will have:
• A degree in Quantity Surveying;
• MRICS - preferred but not essential;
• Bridges, tunnels experience;
• +20 years’ experience;
• Strong experience in delivery of cost consultancy services;
• Middle East or international experience essential;
• Experience working on behalf of Clients, project management and engineering consultancy experience also beneficial to the role.
