This exciting opportunity has become available to be part of a growth firm that develops iconic mega projects worldwide. An opportunity has now arisen within one of our clients key projects, a mega futuristic city project for an experienced Estimating Manager. This city project extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors.

Reporting to the Contracts & Projects Control Director and Senior Projects Control Manager, your responsibilities for this role include:
- Responsibility for managing all Pre-Contract scope, such as;
- Prepares and reviews or supervises the preparation and presentation of estimates. Provides estimating assistance and guidance to the projects.
- Responsible for conceptual estimating, cost analysis and estimate coordination and consolidation.
- Responsible for directing/supervising the cost estimate effort on projects.
- Participation in commercial evaluation until award of the contract.
- Manage the production of estimates and budgets.
- Establishes the conceptual estimates and cost studies for the Development Group initial assessment of project.
- Review design criteria and develops conceptual quantities for reasonableness, coordinates with the project to develop additional estimating basis when information is incomplete.
- Participates in establishing pricing structures.
- Maintains cost data files.
- Prepares or reviews consultant or contractors cost estimates.
- Researches and develops or reviews import duties and tax issues that materially affect costs.
- Assists in development or develops foreign currency and exchange rates estimates.
- Prepares or reviews contingency, escalation, evaluations, and reconciliations for estimates; comparisons of scope, quantities and cost data between projects and prepares or reviews management presentations.
- Develops or reviews consultant bid evaluation cost and schedule criteria and bid evaluations. Participation in discussions or negotiations with contractors and vendors.
- Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.
- Prepares or reviews consultants cost trend estimates in support of project cost trend program.
- Supports development of estimating standards and procedures.
- When requested, assists Cost Control in developing or revising project codes of accounts.
- Compiles, summarizes, updates and maintains estimate and historical cost data.
- Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate.
- Participates in the development of designated individuals, conducting continuous on-the-job training programs and performance evaluation as required.
- Responsible for preparing overall estimates in support of one or more projects or estimates and cost studies.
- Audits or assists projects in identifying scope deviations.
- Prepares/assists in preparation of proposal cash flows and working capital analysis.
- Develops estimate budgets and schedules.

Requirements

- Bachelor's Degree in civil engineering or equivalent engineering degree.
- Minimum 15 years related works experience with minimum 8 years experience in estimating for infrastructure design and construction projects.
- Knowledge of different international standards method of measurement such as Civil Engineering Standard Method of Measurement 3 (CESMM3) and familiarity with Qatar Standard Method of Measurement (QSMM) which are widely used in Qatar would be advantageous.
- Knowledge of principles of cost estimation and contract administration.
- Analytical thinker with strong leadership skills.
- Experience in expatriate environment is highly desirable.
- Well-developed communication and negotiation abilities are essential.
