Job description / Role

Employment: Full Time

Required to develop company tendering and estimation processes and procedures for this oil & gas contracting company
The purpose of the job is to accurately estimate the scope, cost, and duration of projects to decide on the profitability of the project
Reviews compiled and analyzed data on all of the factors that can influence costs, such as materials, labour, location, duration of the project
Evaluates cost estimates, spend forecasts, manpower loading and schedules submitted by the project managers
Reviews tender cost summaries including equipment, materials and labour calculations for final approval
Reviews quantity estimation.
Develops and updates tender Register which shall include tender internal ref, title, closing date, bond, submitted value, validity, technical and commercial clarifications if any, award status, etc...
Develops project Budgets for Project Managers review.
Performs Cost Variance analysis (materials, equipment and manpower)
Maintains and update invoicing register which shall include: Invoice Ref No, actual invoiced value vs earned value, invoice value, date of submission, due date, actual payment status, etc.
Reviews system drawings to identify any difference to tender requirements and raise queries against specification
Reviews time-phase charts and learning curves
Reviews supporting documents to identify areas requiring more information to ensure the company is positioned to win and secure bids
Determines what methods and materials should be used for order completion and pricing purposes
Develops overall Project Master Schedules for construction equipment, manpower and material deliveries in accordance with the project master schedules
Updates Project Master Schedules as the work progresses
Develops short term schedule based on actual available resources
Maintains on records on progress manpower, productivity equipment utilization contract variation and change orders
Prepares progress reports for Executive Management and Client in accordance with the Project Controls Procedure and other instructions. Reports shall include, but may not be limited to, the actual and scheduled Progress Curves and Manpower Histograms.
Oversees in the preparation of Clients Contract Billings (Progress Payment) in accordance with the contract terms and conditions.
Analyze the potential schedule effects of contract variations and change orders.

Requirements

10 years professional experience with 5 years in a similar managerial position
Bachelor degree in Mechanical or Electrical Engineering
Extensive knowledge in project cost estimating, scheduling, cost tracking and reporting preferred
Should have an aptitude for mathematics.
Should be able to quickly analyze, compare, and interpret detailed but sometimes poorly defined information.
Should be able to make sound and accurate judgments based on available information.
Ability to focus on details, while analyzing and overcoming larger obstacles, is essential.
Assertiveness and self-confidence in presenting and supporting conclusions are also important.
Knowledge of computers, including word-processing and spreadsheet packages.
