We currently have an opportunity in Qatar for an experienced Estimating Manager for a rail project to develop processes and systems and to act as a source of authoritative advice on cost planning and estimating matters. To lead and develop a cost engineering team and to develop a process improvement approach within it. To work with commercial colleagues to develop and grow the capability of the cost engineering function and strengthen the commercial expertise in the wider business.

Key Duties:
Reporting to the Project Director specific responsibilities will include but are not limited to:

Develop estimating processes and systems to be applied for generating three point estimates and for tracking the accuracy of estimates over time. Platforms to be agreed with the Head of IT and Head of Programme Controls Lead and develop a team of cost engineers to undertake project cost estimates in line with the approved processes and tools
Audit develop and challenge estimates received from suppliers to contribute to the effective cost driven management of all projects
Work with colleagues to define resource requirements for the estimating function
Produce and update guidance on cost estimation measurement and risk assessment in collaboration with the Director Risk
Develop and implement consistent reporting templates to capture and analyse relevant data
Contribute to the review of activities and methodologies required to drive continuous improvement in the cost engineering function across the Department
To act as the source of authoritative advice on cost planning and estimating matters including negotiations with contractors
Lead work to develop commercial cost planning approaches and to improve feedback and data in relation to process and cost intelligence

Requirements

Skill Set Required:
Degree in Engineering Quantity Surveying or similar Professionally accredited by RICS/CIOB/CICES or the like
Minimum of 12 years' experience in estimation related to railway projects and major international infrastructure projects
Minimum 5 years' experience working in International / Middle East environment
