Job description / Role

Employment: Full Time

A wonderful opportunity for an experienced Construction professional with a thorough background in Electrical Estimation (power, lighting, conveying) & QS functions to join the true leader in the construction business in the Middle East. This position is responsible for managerial direction of the Studies Section and serves as technical advisor to provide relevant input on pre-qualification process, tendering process, cost estimation, economic analysis of projects, and other related activities. The position reports to Technical Director.

Job responsibilities include:

1) Review of Contract Documents.
2) Review of Drawings and Specifications.
3) Collecting and Studying Material Quotations, Purchase Orders and Invoices.
4) Collecting and Studying Sub-contract Quotations and Agreements.
5) Collecting Material Approvals from the Site/Document Management System to submitting to Cost Consultants.
6) Collecting Labor Productivity data from the Site.
7) Coordinating with the Site team for preparation of Method Statements.
8) Collecting Inspection Requests from the Site.
9) Collecting and analyzing cost data from the Cost Control Department for use in pricing.
10) Carrying out Joint Inspections with the Cost Consultants for collecting Productivity data.
11) Co-ordinate with Site team and Cost Consultants.
12) Preparation of the quantity breakdowns/ratios required for detailed pricing.
13) Preparation of detailed Material, Labor, Equipment and Tools & Supports Material Prices Breakdowns.
14) Compiling all relevant back-up documents required to be submitted with Item Rate Breakdowns to the Cost Consultants.
15) Negotiating and getting approvals from the Cost Consultants for the Item Rate Breakdowns submitted.
16) Assisting the Contracts Department in the preparation of Interim Payment Certificates.
17) Provide rough cost estimates in coordination with all disciplines and advise the management.
18) Identification of any missing items and spot checking of quantities received from QS Department.
19) Identify the risk items/areas and advise mitigation measures for project.
20) Coordinate with Studies Manager for his review and approval of unit rates.
21) Review of the new Purchase Orders to confirm that the quantities requested (especially for assets such as form-work Systems) are not more than what are required for the works.
22) Preparation of regular cost reports to Higher Management based on the Unit Rates arrived/approved.
23) Advice to Contracts Department for setting and agreeing new rates within current and running subcontracts.
24) Provide technical support and assistance to Project management.
25) Co-ordinate and monitor the team members to ensure conformity to standards and to avoid time delays.
26) To take part in the negotiating process with clients, partners and other third parties in order to achieve the company set objectives.
27) Oversee reporting requirements, ensure that procedures are being followed and assist in resolving problems.

Requirements

1. Minimum 10 years of experience in Tendering Department in a construction business as Section Head/ in which 5 years preferably in GCC.
2. Strong people management skills combined with solid all round project management including a working knowledge of the estimation process, contract administration & client / stakeholder management.
3. Preference for PMP Certified / Cost Engineering candidate.
4. Should be able to building professional and productive relationships with consultants, subcontractors and other stake holders.
5. Excellent written and oral communication skills in English.
6. Engineering Degree in Electrical Engineering.
7. Proven record in planning, organizing and leading multicultural professionals.
8. Sound negotiation and problem solving skills, clear communication verbal and written.
