Employment: Full Time

Estimation Manager is required by a leading EPC contractor currently executing brownfield refinery maintenance, upgrades and shut downs in Oman for major clients within Oil & Gas facilities as well as greenfield construction projects to existing plants and construction of cross country pipelines

This position is as a result of growth within the business following a large number of wins and successfully delivered projects in the region with major government and private organisations. The ideal industry experience may include estimations or/and proposals management or quantity surveying for mechanical engineering equipment or services for Oil and Gas operators or subcontractors. Oil & Gas facilities maintenance estimation/contract experience would be ideal: LNG; GTL and CPF refineries, facilities and production units.

Projects will involve: fabrication and construction of steel structures, pressure vessels, jackets, piping and pipeline projects etc

Responsibilities:

- Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
- Prepares and analyses comparisons of scope, quantities, and cost data against budgets.
- Coordinates information input into specific studies. Responsible for integration of activities and total work scope identification. Evaluates study results and recommends conclusions for project team consideration and discussion.
- Coordinates with other Project Control disciplines for scheduling, quantity reporting, and alignment of budgets, staffing and quantity reporting.
- Develop cost estimates and coordinate proposals for assigned estimating projects.
- Provide area specific forecasts and report projects status.
- Manage multiple bids and perform as liaison between estimating team and VP.
- Revise estimates and implement required changes.
- Maintain client relations by being lead contact of proposal for client.
- Monitor and ensure bid format meet clients standards.
- Evaluate Customer Request for Tender/Bid/Quotation documents.
- Identify and learn customer requirements for bid purposes.
- Coordinate bid inputs from all organizational departments.
- Coordinate with subcontractors to receive input on pricing on labor, materials and other costs.
- Participate pre and post bid meetings as required.
- Log proposals and tenders into database for cost tracking and historical information.
- Perform as liaison for Project Management when tender is awarded and becomes job.
- Management of unit priced elements of construction contracts, valuations and variations through to final accounts.
- Identifying changes and implementing change control process.
- Identify shortfalls in existing policies and procedures and formulate recommended corrective actions.
- Market companys services to existing and potential clients.
- Strong budgeting focus.
- Proven ability to communicate well with operational and supervisory personnel.
- Other duties include project specific procedures, support in development of the control budgets, co-ordination with the Project Controls Manager and project planners to ensure consistency in reporting.
- Source and analyze available market with regards to competitors and existing & potential clients.
- Defines project needs for cost control in accordance with clients contractual requirements, objectives, and procedures. Provides input to the Project Control Plan and cost resource requirements for the project.
- Responsible for coordinating, estimating and development of control budgets aligned with clients accounts and project cost codes.
- Identify strategic resourcing needs to exploit potential new work.
- Verifies consistency with previous reports to ensure compatibility. Responsible for issuing reports required by management and project procedures.
- Excellent in IT, accounting, communications and written skills, other languages very appreciated

Requirements

- Mechanical Engineering background
- Minimum of 10 years overall experience in Cost Engineering
- Essential qualifications or professional qualification.
- Experience working for main contractors/ MEP subcontractors preferred.
- Previous experience in a QS/Project QS/Senior QS role or equivalent, working at senior management level.
- Experience within the Oil & Gas industry.
- Ability to identify and implement improvements in budget changes and reports.
- Has significant cost engineering experience in Oil & Gas and Petro Chemical industry.
- Statistical knowledge in distributions, probability, contracts construction and start up work processes for projects.
- Experienced in Quantity Surveying/Finance/Cost Reporting/ Account management.
- Experience with budgeting, re-forecasting, cost-reporting and monthly accounts
- Ability to work effectively as part of a multinational team and as an individual.
- Ability to work flexibly and support any performance improvements that may be implemented.
- Good Interpersonal and Communication skills
