Job Purpose:
-As an important provider of engineering services with an established office, reputation and track record in the region for delivery of major projects, CH2M HILL is supporting our clients to provide program delivery services for their new projects.
-The Program is to initiate, plan and Deliver 11 x 45,000 seat stadiums concurrently throughout the Kingdom of Saudi Arabia within 2 years.Job

Responsibilities/Accountabilities:
- Be at the center of a global leader in full-service engineering, consulting and construction. Each day, our Senior Estimator will be responsible for serving as a subject matter experience and innovator in estimating. The incumbent is a project controls professional who has substantial experience in the subject areas of project controls, estimating, planning/scheduling, earned value control, cost control, and change control. Selected candidate will be a self-motivated professional with experience large scale projects and large span structures which include, stadiums and sports venues, theatres, airports and transportation nodes from inception through design, construction and handover with a minimum of fifteen years of experience and a desire to grow personally and professionally with each Cost Plan job.

The Estimator /Cost Planner will:
- Assist the supervising estimating engineer to coordinate with project managers, project engineers and cost estimating engineers to ensure correct implementation of cost estimating procedures and requirements. • Review and closely monitor the development of the cost estimate to ensure objectives - Successfully manage the relationships between the project controls functions—estimating, planning/scheduling, cost control, and risk management for a project.
- Integrate understanding of business/industry trends and the implications for estimating and related project controls functions.
- Review and contribute to the interpretation of the request for proposal or project contract.
- Help identify risk areas and participate in mitigation planning.
- Develop and execute the strategy and plan for estimating activities that considers and supports the overall proposal strategy or project requirements. - Develop estimates in the accuracy and level of detail required for management review of the estimate.
- Provide a comprehensive and thoroughly documented basis of estimate.
- Lead development of conceptual and definitive estimates for projects following enterprise-standard procedures and estimate class. Validate that the project scope and client requirements are covered in the estimate.
- Understand the development of, and correctly apply, CH2M HILL and industry-average overhead rates for subcontracted work.
- Provide consistency between the project estimate, project breakdown framework, and project schedule.
- Deliver the estimate in the format suitable for management review.
- Advise project management of cost and cumulative impact of proposed design or construction changes.
- Support procurement by preparing cost analysis for subcontractor pricing to determine whether pricing is fair and reasonable.
- Be an expert in the risk register and applicable Monte-Carlo simulation techniques. Analyze risk to evaluate and forecast contingencies in conjunction with management estimate reviews.
- Maintain and trend historical cost data from actual hours, costs, and pricing.
- Apply practical field experience and constructability expertise to the development of conceptual estimates when minimal design drawings and information are available.
- Implement and manage the use of standard estimating systems.
- Define the need and be able to modify the system approach as appropriate to support specific proposal or project requirements.
- Beyond role responsibilities, will also have accountability, relationship, authority and supervision goals.

Requirements

- A minimum of 15 years demonstrated experience in building industry, or similar industry, and has project has cost estimating experience on large to mega building/architectural projects.
- Bachelors degree in Construction Management, Engineering, Project Management, or other related technical field; an additional 4 years of experience may be substituted for degree.
- Ability to demonstrate a thorough knowledge of cost estimating practices, calculation methods/software, standards, and procedures
- Ability to demonstrate understanding of EPC/full service, joint venture/consortium, and international project delivery processes. Must be able to apply the principles of project controls to estimating work processes.

Minimum Qualifications:
Degree Required - High School or GED
