Employment: Full Time

The Executive Director - Facilities should be a seasoned facilities professional with in depth experience and knowledge of the startup and stabilization activities required by a top flight healthcare institution.

The Executive Director - Facilities is responsible for directing the hospitals Facility Management functions, including leadership and management of the divisions of Engineering, Biomedical Engineering, Safety, Security, Telecommunications and Environmental Services departments; also responsible for ensuring comprehensive and accurate development of programs for the above services to meet compliance and effective / efficient operations.

The incumbent oversees services provided by external service providers and specialist contractors; is responsible for ensuring that Qatar Foundation requirements are met for changes in the physical structure and support systems and for all interrelationships with QFFM, QFHSSE and Capital Projects staff and contractors; Provides technical support for the planning of physical facilities and supply data on facility safety and performance relevant to facility effectiveness and efficiency; Oversees the preparation and maintenance of budgets for the supervised divisions and ensures the application of Sidra policies where relevant; Provides management oversight of relevant applications and software used in the physical facility and in departmental management. He/ she provides external liaison with various State Authorities and agencies, assists in the development of State wide initiatives as they affect Facilities and the Environment; Provides insights and guidance to the Organization on developing market practices

KEY ROLE ACCOUNTABILITIES:
- Supports the COO responsibilities to operate a safe physical environment and in integration with other agencies providing emergency response within the State of Qatar
- Supports the Organization in the establishment and ongoing requirements for quality performance and accreditation
- Provides leadership and management of the physical Facility and associated utilities, services and Medical Equipment engineering.
- Provides leadership and management of Facilities engineering, Biomedical engineering, Facility Safety and Performance, Security, Environmental Services, Telecommunications and Off-site Offices
- Ensures all policies and procedures are developed to best practice standards and revised as necessary.
- Ensures the provision of competent and comprehensive data on relevant issues
- Provides management and performance monitoring of external service providers and drives quality and financial efficiency
- Leads the development, implementation and administration of a coordinated service for Operations and Maintenance of Facilities and clinical and non-clinical equipment
- Provides financial data and budget information to provide an effective, efficient and compliant range of services.
- Works closely with Executive Director, Facility and Capital Planning on strategic plans for facilities development and augmentation of facilities based upon business and client needs. Manages the interrelationships with Qatar Foundation service providers. Manages facility change requests for existing facilities.
- Develops planning, metrics, scorecards and reporting tools to capture and communicate operational Facilities activities and progress to the Hospitals senior management
- Develops and implements a credible provider scorecard for externally purchased Facilities services
- Liaises closely with Supply Chain, Finance and Information Technology sectors as services supporting the Enterprise wide business activity
- Participates in the environmental elements of sustainability and environmental standards development
- Oversees the equitable application of referred departments employment practices according to policy and drives good practice with external service supplier conditions.
- Develops, implements and sustains best practices in all referred services.
- Provides support in the development of Qatari Nationals in relevant areas of interest
- Adheres to Sidras standards as they appear in the Code of Conduct and Conflict of Interest policies

In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.

Requirements

- Bachelor's degree in Engineering, Facility Management or related field relevant to healthcare
- 15+ years of management experience including 10+ years experience at an executive level (such as VP etc.) in operations and maintenance or medical engineering management in a large complex (500 bed +) academic medical center setting providing high level tertiary services and biomedical research
- Certification in Engineering or Facility Management
- Excellent organizational and time management skills with attention to detail
- Excellent communication skills
- Proficiency with Microsoft suite
- Fluency in written and spoken English
