Facilities Manager - Saudi Arabia

Hill International is seeking to employ a Facilities O&M Management Expert with Project Management and Construction experience, for one of its project to be based in Riyadh.

Responsibilities:
- Develops a facilities strategic plan that includes deferred and preventive maintenance programs.
- Develops programs to maximize the use of building assets, including space, systems, furniture, fixtures, and equipment; makes recommendations in planning, including estimating space requirements, equipment needs and requirements of buildings and grounds maintenance, renovations, and contractual services.
- Develops and formulates project planning activities, directs and oversees their implementation, in coordination with the Division Senior Management, to ensure smooth and proper operations during the life cycle of the project.
- Develops plans of needed resources, interacts and follows-up with the company's support services to acquire and mobilize resources as planned.
- Plans mobilization /demobilization activities and follows up with project management and other functions to formulate necessary arrangements and ensure the execution of tasks as stipulated.
- Directs and manages FMD resources activities and corresponding functions to ensure projects requirements are adhered to, properly followed up, analysed and finalized.
- Coordinates and follow-up the root cause of client complaints or major breakdowns and corrective action to ensure non-occurrence of complaints or breakdowns.
- Communicates with the Project Directors on issues involving cost, service levels, standards, clients complaints, and suggestions as they relate to the operations of the facilities management.
- Accountable directly or indirectly through subordinate managers for all Facilities Management staff. Carries out supervisory responsibilities in accordance with MODONs policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance.
- Maintains comprehensive, regular contact with all Clients and organizational stakeholders concerning their needs for facilities support and monitors the relative satisfaction of same; ensures good working relations between Facilities Management and all other Division.

Requirements

- A Bachelor's degree is required together with 15 years of related facilities management experience. Construction/ project management experience is also considered an added advantage. An engineering degree and/or master's degree are preferred. Licensure and/or certification in trade and/or facilities management preferred.
- Considerable knowledge of managing commercial, industrial, institutional properties.
- Extensive knowledge of technical operations, subcontracting, and labor relations.
- Ability to recognize FMD wide priorities and work cooperatively to support their accomplishment.
- Ability to conceptualize and operationalize goals and objectives for the Division.
- Planning, financial management, organizational, and supervisory skills.
- Experience in developing and maintaining operating maintenance system and capital budgets and cost controls.
- Inclusive leadership of a diverse work team, anticipating and resolving of issues.
- Ability to utilize a variety of data sources, including budgets, plans, statutes, ordinances, regulations, environmental guidelines, maps, technical operating manuals, and engineering manuals in order to determine the consequences (consequences of what) and to identify and select alternative courses of action.
- Ability to communicate effectively both verbally and in writing; to establish positive public relations for the Division; and to interact with a wide variety of people with diverse backgrounds, identities and abilities.
- Proven record of excellent performance in a demanding service environment.
