Job description / Role

Employment: Full Time

MY client is a joint venture of leading construction companies who are currently working on the construction of a major section of the Riyadh metro. they are currently looking to recruit an experienced Facilities and Housing Manager to manage all hard and soft facilities with regards to all of their properties including offices, labor accommodation etc.

The role will include the following:

- Represent the General Services Department within the Consortium and towards Client.
- Control and report on the financial targets, as defined for the department.
- Set the standard operating procedures for all levels of housing.
- Ensure compliance to the local, project and legal regulations.
- Maintain an adequate administrative organization concerning General Services for all the housing and facilities.
- Insurance: Follow up of all (local) insurance matters and liaison with Project Control Team as required.
- Invoice Control on fiscal and legal correctness.family.
- Control and ensure proper technical maintenance of company owned and hired buildings and sites.
- Make sure all departments work with the main contracts issues by General Services, like cleaning, catering, reception services, courier services, furniture suppliers, labor accommodation service provider, etc.
- Manage the different aspects of the department with main focus on smooth and safe operations of the labor accommodation.
- Manage relevant contracts, such as for ticketing, maintenance agreements, labor accommodation operators, assess quality and KPI's on monthly bases, etc.
- Prepare Purchase Orders according to the procedures for the aforementioned items.
- Liaise with HR, Administration and Line Managers in order to make forecast of labor's needs.
- Review of financial correctness of all contractual documents prior acceptance of any commitment.
- Involvement and advice to all lines and departments concerning Logistics and Transport.
- Holds progress meetings with suppliers in different areas to be up to date on latest developments in the working field. And liaise with local authorities to be aware of any future changes concerning rules and regulations affecting the transportation of personal.
- Define required skills/education for local personnel, determine the related job requirements, arrange and maintain the related documentation (CV's etc.).
- Control of employee daily attendance in coordination with the relevant site responsible persons. - - Manage necessary documentation for the employment and termination of local staff, as handled by local payroll clerk.
- Local staff contractual affairs: file, update/advise on regulations etc
- Involvement and advice to process owner in all Facility related processes.

Requirements

Candidates must have a degree in business administration or a management related subject and must have a proven background in facilities management on major construction projects including managing and negotiating hard and soft services for all property including large labor accommodation camps and compounds. Candidates will have preferably worked in the Middle East region and in particular Saudi Arabia d will be familiar with local suppliers and insurance matters etc. Candidates must have excellent English communication skills.
