Petroleum Development Oman is the premier exploration and production company in the Sultanate accounting for almost 90% of crude oil production and all of its natural-gas supply and has been in this business for almost 50 years.

Job Background:
Reporting to the Finance Controller, the role encompasses finance and commercial advice, support and oversight / governance to the Development Project. The role will be co-located with the Development team and have a dotted line relationship to the Development Manager, but retain a solid functional reporting line into finance. The Development Project is an integrated real estate project comprising some 1000 residential housing units, a school, 2 hotels, a Petroleum Club, and Construction of the infrastructure (retail, roads, open spaces, utilities) linking all parts of the project together

Key Duties and Job Responsibilities:
Provide finance and commercial advise to the project team.
Ensure a controlled project environment is established and maintained through project maturity, incorporating an integrated approach to key control processes (e.g. cost management, commitments, planning).
Ensure a framework is established for execution of project accounting; set up and deliver reporting to provide objective and transparent project management information.
Establish and maintain an appropriate risk control framework (risk profile, risk response register), ensure that a risk based assurance plan is in place.
Handle any treasury and insurance interfaces, ensuring alignment with corporate processes.
Co-ordinate and validate the project financial models, forecasts and economics; manage external advisers appointed to undertake financial advisory work (including corporate structuring and finance / tax advice regarding structure of SPV’s and establishment of related contractual instruments).
Provide financial assurance in development contract strategy and framing.
Manage external contracts & contractual interfaces.
Handle external contract strategies, tender and contract awarding processes.
Work with the Development Manager in the preparation of reports, recommendations and other requirements as identified.
Participate as a member of the Development Management Team with joint responsibility and accountability for short & long term strategy.

Challenges:
Must be able to establish and use relationships at all levels, and be able to communicate effectively to multiple stakeholders.
As part of a small team must be willing to get hands dirty, whilst at the same time ensuring that the bigger picture is kept in context.

Job Requirements:
Bachelors Degree in Accounting, Finance or Economics.
ACA / ACCA / CPA preferred.
10-15 years experience managing financial and commercial aspects of projects (preferably in the real estate industry).
Exposure to commercial structuring, negotiation, contracting elements in a project development environment would be an advantage.
