HR and Administration Manager - Al-Khobar, Saudi Arabia - 43,000 - 49,000 SAR Monthly

Our client have asked us to assist in the hire of an HR and Administration Manager, based in their office in Al-Khobar. The HR and Administration Manager is responsible for the planning and execution of the human resources management function to support the overall business plan and strategic direction of the company. The candidate is also responsible for managing administrative activities such as insurance, labor camps, security, and office facilities management.

Responsibilities:
- Direct HR strategic direction, development and future growth in alignment with business goals and objectives.
- Develop HR plans and strategies to support the achievement of the overall business objectives.
- Establish an effective HR governance framework (comprising of controls, policies, procedures, KPIs and form templates) to govern and standardize the HR operations and reporting across the company.
- Provide effective management and reporting of the HR operations of the company.
- Oversee and ensure smooth operations of the different HR activities performed by the Corporate HR Department including, recruitment, manpower planning, performance management, training, organization development, personnel and government relations activities.
- Oversee and ensure proper execution of the administration activities of the company including insurance, labor camps, security and office facilities management activities.
- Monitor performance reports of the Corporate HR Department and review employee satisfaction reports to continuously monitor and improve the efficiency and effectiveness of all processes and activities of the Corporate HR Department.
- Develop the annual budget plan for the Corporate HR Department and regularly monitor the implementation and compliance to the budget to address any deviations.
- Maintain knowledge and awareness of local employment legislation and ensure of compliance.
- Oversee the selection, appointment, and retention of the Corporate HR Departments personnel.
- Manage and ensure that proper trainings are being arranged and provided to the Corporate HR Departments personnel, as required, to enhance the efficiency and effectiveness of the overall performance.
- Oversee and maintain interfaces with relevant HR and government organizations.
- Perform any other job-related duties as assigned by management.

Requirements

- Ability to promote quality and demonstrate accuracy and thoroughness.
- Ability to delegate, set expectations and monitor delegated activities.
- Strong leadership, organizational, scheduling, and resource planning skills.

Technical Skills
- Good financial management skills in budgeting, forecasting and reporting.
- Strong HR knowledge and skills in workforce planning, recruitment and selection, compensation and benefits, performance management, training and development, succession planning, change management, policies and procedures development.
- Strong knowledge and experience using HR/ERP systems.
- High command of English language and preferably good command of Arabic language.
- Computer literacy.
