Job description / Role

Employment: Full Time

- Preparation to HSE budget for Management approval, Tracks and controls expenditure and justifies variances.
- Provides HSE and Quality advice and guidance to General Management and keeps them aware of latest developments in HSE laws, standards and regulations and their impact/implementation in the company.
- Identify controls and keep up to date the legal requirements affecting the company and the plant. Coordinates the implementation of them with the relevant departments.
- Coordinates the development and communication of Company HSE Policy, HSE Management System, and necessary reference manuals. Liaises with the Plant General Management to develop and prepare Company HSE annual objectives.
- Plans, supervises and coordinates audits of the Company operations to ensure compliance with Company HSE standards and reports on potential consequences of faults/omissions with recommendations of required corrective actions to General Management.
- Prepares, takes ownership and ensure deliverance of the Station Emergency Response Plan (ERP)
- Carries out regular field visits to assess the efficiency of current firefighting and safety precautions and to ensure that company policy and procedures are implemented by divisions/departments. Supervises, directs and participates in technical HSE reviews, risk assessments, hazards operability studies, hazards analysis and systems safety engineering studies.
- Plans, directs and ensures the availability of Safety, Lifesaving, Environmental monitoring, Fire Fighting facilities, fixed installations, Personnel Protective Equipment, etc. at all sites locations including development and continuous maintenance/service of such facilities.
- Plans and reviews the identification of HSE training needs and directs training programmers accordingly. Directs and approves the technical contents and presentation of HSE training courses, brochures, safety guides, etc. for all level of employees to promote the HSE awareness among Companys personnel. Reviews and evaluates the effectiveness, of such training programmers through the feedback reports/monthly safety statistics and introduces improvements as required.
- Reviews accident/incidents and investigates reports, evaluates compliance with procedures and ensures follow-up on implementation of remedial action. Initiates and undertakes investigation into serious/major accidents to prepare the company official reports. Supervises analysis of causation factors on all incidents and ensures that measures are taken to prevent recurrences
- Prepares the required HSE reports for customer, shareholders, and external agents and internal as it may be required.
- Coordinates the collection and communication within POMCo and to external authorities all required HSE reports and KPI.
- Fosters an approach of continues improvement in all aspects of HSE
- Any other tasks that may be required.

Requirements

- An accredited degree in Safety Engineering discipline or equivalent.
- NEBOSH Certification.
- At least 5 years in Industrial Safety and Environmental Protection in a power plant or similar industry, 3 of which should be in a Senior Supervisory level.
- Strong understanding of Quality, Health, Safety and Environment management systems HSE and Quality Budget preparation, planning and cost control
- Ability to contribute to the development of Company HSE and Quality strategic goals and directions
- Good command of the English language
- Good planning and leadership skills
- Excellent communication, presentation, IT and interpersonal skills
- Ability to build and work with multi- cultural and multi disciplinary staff
