HSE Inspector - Qatar

Project Description:

Qatar Solar Technologies (QSTec) was launched in 2010 and will be the first Polysilicon production facility in the Middle East.

QSTec is strategically located at the crossroads of Europe and Asia in Qatar's Ras Laffan Industrial City. Our convenient location enables us to rapidly service the growing solar markets of Asia, Europe and the Middle East and Qatar's advanced infrastructure means the markets of the USA and Australia are within easy reach.

General Summary:

This position supports the Polysilicon Project Phase 1 for Construction, Commissioning of the new state of the art 3600 MTPY facility located in Ras Laffan Industrial City.
The (HSE) Health, Safety, and Environment Inspector supports the Construction team by providing advice and work direction to Supervisors, main contractors and sub contractors on HSSE matters

Duties & Responsibilities:

Report to the Health Safety & Environment Lead and are responsible for supporting him deliver his responsibilities.
Administer the implementation of site specific safe work practices and procedures.
Support the development and realization of a 'Zero Incident Culture' in a way that serious injuries are prevented and best in class HSE performance is achieved.
Facilitates, organizes and leads if required internal meetings and client discussions.
Provide HSE assurance of all proposed subcontractors, fabricators and vendors as required, verifying their compliance with project HSE requirements.
Provide effective HSE supervision to ensure the requirements of the project are met.
Ensures EPC Contractor methods incorporate correct level of HSE requirements.
Participate in HSE audits of EPC contractors and facilitate external audits as required.
Carry out daily HSE observations and programmed inspections.
Monitor that incidents are being reported and investigated by the EPC contractor in line with project requirements.
Maintain records (HSE tracking register) of EPC HSE issues/observations.
Assure the HSE deliverables of the project are delivered by the EPC as per the HSE plan and procedures, and in a quality manner such as the training program.
Participate in and/or Monitor job hazard analyses and other evaluations of the EPC's work and any other evaluations to ensure identify hazards and potential risks are reduced to As Low As Reasonably Practicable (ALARP).
Ensure that EPC emergency plans are developed and maintained and that appropriate exercises are conducted.
Monitor the implementation of the EPC contactors waste management plan to assure that the transportation and disposal of all waste is performed in accordance to approved plans.
Oversee correct and appropriate recording and maintenance of waste data.
Conduct environmental / waste assessments, inspections and auditing

Requirements

Basic Qualifications

Qualifications:

Bachelors degree in HSE or related field, Masters degree preferred.
8 years of Major international experience in construction and heavy industry.
Self motivated individual who can operate and perform with minimal guidance in a fast paced environment
Strong and technically competent in Project and Construction safety.
Ability to work within a team environment in a multifaceted / multi organizational matrix with a variety of working relationships.
Basic computer skills required to reports, etc.
Familiar with RLIC standard and requirement from previous assignment with Ishikawajima Harima Heavy Industries (IHI) at Ras Laffan Industrial City
Required membership to a professional body, IOSH, Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH) or equivalent preferred.
3rd party Certification e.g. Scaffolding, heavy lifting etc. preferred.
