Job description / Role

Employment: Full Time

• The HSE Manager’s essential functions and responsibilities are to assist the Regional Director in reviewing and inspecting the contractors’ site activities as well as all other activities in/around the facility and commenting and/or making
recommendations on site safety and Health and Safety practices.
• The HSE Manager shall monitor the site to ensure proper implementation of and compliance with all local and UK Health and Safety codes/guidelines.
• The HSE Manager shall review and filter all available information obtained by the regional
staff on site and report all relevant facts to the Regional Director.
• The HSE Manager shall issue periodic Health and Safety reports for distribution within and outside the construction team, regional staff and residential members of the community.
• The HSE Manager liaises with all respective authorities and any other site representatives HSE Staff.
• Provides HSE oversight to any crews
engaged in construction, maintenance and repairing, operating or driving within the site boundaries.
• Provides constructive instruction and training in the safe operation – as part of the Health, Safety and Environment (HSE) of International Oil Company (IOC) standards - of construction equipment and tools and in job techniques and skills.
• Prepares and conducts HSE related inspections in all aspects of facility operation, maintenance and construction.
• Assembles reports and other related data capture of HSE events, inspection results and training as
required. Formalizes them into the following categories:
• making changes to working practices that are safe and comply with the latest
guidelines
• preparing health and safety strategies and developing internal policy;
• carrying out risk assessments and considering how risks could be reduced;
• outlining safe operational procedures which identify and take account of all
relevant hazards;
• carrying out regular site inspections to check policies and procedures are
being properly implemented;
• leading in-house training with managers and employees about health and
safety issues and risks;
• keeping records of inspections findings and producing reports that suggest
improvements;
• keeping records of incidents and accidents and producing statistics for
managers; keeping up to date with new legislation and maintaining a working knowledge of all Health and Safety Executive (HSE) legislation and any developments that affect the employer's industry;
• attending Institution of Occupational Safety and Health (IOSH) seminars and reading professional journals;
• producing management reports, newsletters and bulletins;
• ensuring the safe installation of equipment;
• managing and organising the safe disposal of hazardous substances
• advising on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.

Requirements

• Requires an Occupational Health and Safety degree (UK HSE equivalent) or a technical discipline with associated experience.
• Certification in safety management (NEBOSH Certificate or equivalent). Certification in quality management would be advantageous. Auditing Techniques (ISM Internal Auditor
or equivalent) would also be considered very beneficial.
• Experience in 5+ years of increasing and proactive involvement with fast paced, complex industrial or oil services related industry.
• Conversational ability in English & Arabic a must.
