Job description / Role

Employment: Full Time

Strategic Contribution
- Contribute in the development of ESNAADs short-term and long-term HSE strategies, promote reviews of strategic HSE objectives and targets to meet Stake holders expectations and achieve organizational mandate.
- Assist in setting key performance indicators (KPIs) and their application as a tool for Pro-active approach for the continual improvement process
- The section strategy is aligned with the functional strategy and is documented, approved, in place, communicated and implemented.
- Accuracy of key performance indicators.
- Effective communication of initiatives.

Organization Structure
- Recommend an optimum organization structure for the HSE Department so that resources are optimally utilised and communication can take place in an efficient manner.
- Sections organization structures are defined, approved in place and implemented.
- Efficiency of the section and delivery of outputs.

Management
- Manage the effective achievement of HSE objectives through the leadership of the department setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and the performance of the section.
- Individual objectives, training and development plans in place for all direct reports within the timescales defined by the corporate Performance Management process.
- Frequency of feedback & appraisal meetings.

HSE Awareness
- Participate in various HSE awareness sessions, raise management awareness of industry HSE initiatives and provide expert advice to promote a safe working environment across the division.
- Develop public awareness of Health, Safety and Environmental issues to an acceptable level in line with ESNAAD HSEMS.
- Facilitate the development and execution of HSE campaigns on different issues to ensure proper HSE Culture is disseminated to all employees and support effective HSE knowledge transfer of global best practices.
- Maintain the performance monitoring system and ensure periodic reporting to management to support decision making.
- Attend Client Away-days', Company / contract meetings and seminars; support HSE training when required and provide necessary HSE advice to employees.
- Maintain training records, arrange for training courses and ensure staff have all safety certifications required to complete their work in accordance to defined procedures and legislation.
- HSE awareness campaign is implemented according to the plan in timely, effective, and efficient manner
- Survey to test the awareness of the HSE policies and procedures.
- No of awareness workshops and sessions held.
- Adherence to statutory laws and procedures.

HSE Plan Implementation at Projects / Sites
- Manage the implementation and monitor the site HSE Plan providing specialist advice and assistance on HSE aspects to the project managers in order to create a safe working environment in line with the ESNAAD - HSE standards.
- Coordinate with Project Management Team, PMC Team, and clients with best practice health and safety management systems, ensuring due attention is paid to HSE during design, construction, pre/commissioning and operation phase of the project.
- Developing, implementing and conducting appropriate training modules/programs with feedback reports on wide variety of HSE related topics for managers, supervisors & workers pertaining to safe work practices, safety in design, risk analysis/hazard management (HAZID, HAZOP, FEA, QRA, ALARP, JSA) to support the establishment of a safe working environment and adherence to defined standards and procedures.
- Interface with sub-contractors and ensure their HSES management system plans are aligned to the project specific needs, change proposals, regulatory compliance and consents.
- Ensure that the HSE contractor/vendor selection requirements are embedded within the procurement processes.
- Identify the safety engineering scope of work from basis of design ensuring adherence to company procedures and industry guidelines.
- In liaison with technical project managers design a suite of project deliverables including procedures, design basis and HSE plan and schedules of activities to support effective implementation of HSE programs at sites.
- Conduct project level hazard identification and develop mitigation strategies to ensure risk management at optimum levels.
- Liaise with Client HS&E/ onshore support team personnel, Safety Advisors, Medics and Installation /site Safety Representatives provide specific safety information and/or advise and coordinate/participate in safety meetings to facilitate awareness of HSE standards across the project sites.
- With the assistance of the project Procurement Manager ensure all contractors and vendors meet and or exceed the project HSE selection criteria.
- Project implementation is in full compliance with the HSE plan
- No deviation or difference between what was implemented and the original plan
- Number of man days lost due to accidents.

- Adherence to HSE procedures and standards at all project sites.

HSE Inspection, Audit, and Compliance
- Ensure Compliance with the HSE policies, procedures and systems through effective participation in all Audits as per HSE plan in order to ensure consistent & systematic application of best practices providing timely and effective support to concerned users.
- Provide management system (ISO 9001, ISO 14001, and OHSAS 18001) support, auditing, and other general HSE services and ensure that audits are completed on schedule and that resultant action plans are implemented.
- Manage HSE team in the investigation and appraisal of HSE related incidents, facilitate investigations of all accidents and develop remedial actions to reduce HSE risk.
- All HSE violations are reported and communicated to the concerned parties.
- HSE inspections and audit plans are carried out according to the plan
- Full compliance with the HSE standards and guidelines
- No of incidents have been minimized due to the effective audit and inspection plan
- Compliance to OHSAS 18001& ISO14001 standards.

Health, Safety, Environment & Quality Management Programs
- Participate effectively in the development and coordination of HSE programs, ensuring adherence to global best practices & ESNAAD standards with the purpose of minimizing any adverse effects on organizational operations.
- Ensure company Action Tracking System maintained by site HSE & HSEMS personnel each on his own area as per defined standards.
- Effective participation in the development of the HSE programs.
- Timely feedback on HSE procedures and guidelines.
- Effective communication of standards throughout the organization.
- Adherence to procedures and statutory standards.

Contractor Selection & Procurement
- Provide technical expertises in developing RFPs and RFQs relevant to HSE activities; participate in the tendering process to ensure adherence to company HSE procedures and achievement of optimum benefits to the organization..
- Provide guidance on the selection of Personal Protective Equipment (PPE), Safety gear and equipment and ensure effective coordination of procurement to ensure timely availability of resources in accord to ESNAAD HSE standards.
- Timely availability of resources

HSE Awards
- Lead and manage the effective implementation /coordination of HSE award systems in order to promote the importance of safety initiatives among ESNAAD employees.

Policies, Systems, Processes & Procedures
- Recommend improvements to departmental policy and direct the implementation of procedures and controls covering all areas of HSE activities so that all relevant procedural/legislative requirements are fulfilled and HSE requirements are incorporated into design and programmes.
- Coordinate, plan and implement the ESNAAD Health, Safety, Environment Management System, policy and procedures in order to comply with standards set by international, corporate and local regulatory authorities whilst liaising with department heads to prepare and conduct in-house training programmes and promote awareness of its use among the sections.
- Prepare procedures and guidelines pertaining to HSE functions including provision of feedback of any points of improvement, international and national updates that may affect the existing material including related procedures perform comparative studies of other organizations' practices and conduct site visits as required to ensure effective implementation as per defined parameters.
- Compliance with procedural and legislative requirements.

Relationship Management
- Develop and maintain effective business relationships with all relevant internal sections and external entities such as Service Providers, consultants, local & government authorities etc on effective crisis management initiatives with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.

Continuous Improvement

Risk Assessment
- Analyse, design, seek approval and implement a robust HSE risk management methodology for all ESNAAD operational activities so that appropriate preventative measures can be taken to mitigate and manage any risks which may exist.
- Conduct Risk Assessments and develop HSE method statements and local safe work procedures for the Company and its Contractors and ensure their timely application at site.
- All operational activities assessed for HSE risks.
- Preventative measures to manage risks defined.

MIS and Reports
- Supervise the preparation of timely and accurate sectional MIS statements and reports of ESNAAD to meet company and section requirements, policies and standards.
- All section reports are prepared timely & accurately & meet ESNAAD policies &requirements.

Safety, Quality & Environment
- Ensure compliance to all relevant safety, quality and environmental management procedures and controls across the plant to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
- Frequency of non-compliance with ISO standards, local legislation and ESNAAD policies on HSE.
- Frequency of Lost Time Incidents, safety incidents and near misses.

Requirements

- Bachelor degree in Engineering or equivalent from an internationally recognized university.
- Must have total minimum of fifteen (15) years experience, ten (10) years of which should be in the oil and gas/refinery/petrochemicals industry and five (5) years in related designation / speciality.
- NEBOSH National Diploma is an advantage.
- Approved Auditing Qualification is an advantage.
- Minimum of five (5) years experience in managing and auditing H&S management systems.
- Minimum of five (5) years of experience in managing HSE discipline personnel.
- Must have knowledge of international HSE laws, codes, regulations, standards, recommended practices.
- Experienced with implementing ISO 9000, OHSAS 18001 and 14000 Series and International Standards relevant to oil & gas industry
- Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the project.
- A successful track record in oilfield sales.
