Job description / Role

Employment: Full Time

You must have Rail Operations and Maintenance experience or Consultancy experience.

Responsible for managing, guiding and realising the HSQE component of the start-up of the project and ensuring that all preparatory documents relating to HSQE within the eventual O&M contract are prepared in full consultation with relevant stakeholders and available in line with the project plan, such that transition to O&M contractor is seamless, thus ensuring safe and efficient start-up of O&M services for both Metro and LRT.

Key Responsibilities

·Responsible for advising and supporting other members of the management team onHSQE issues, pre operational service commencement;

·Support the HSQE Director in the achievement of on time deliverables;

·Assist the HSQE Director in recognising all regulatory, standards, procedures, processes, contracts and agreements;

·Help to develop a customer focused, cost conscious approach to deliverables;

·Support the management team in building the relationships with the client and the relevant safety authority;

·In conjunction with the HSQE Director and the Operations Director assess ongoing risks to deliverables;

·Prepare a number of SOPPs to support the O&M services

Provide advice on current world’s best practice for rail operations;

Assist in the definition of the roles and responsibilities of the O&M contractor and other contractors;

Engender and embed an operational culture at the Client’s organisation;
Ensure simplified contract management arrangement and resulting in lower resource requirement by the Client;
To conduct regular reviews of plans, monitoring and taking action to ensure business targets are met, including submitting accurate and timely reports.
To focus on the future direction of the contract, to include implementation of continuous improvement initiatives, and strengthen the customer relationship to enable the success of future O&M bid.
Perform and carry out other duties as instructed / directed by the HSQE Director;

HSQE Responsibilities and Information Security Responsibilities

Lead the development and implementation of the Integrated Management System requirements within HSQE Department and provide the leadership to ensure that contents of Health, Safety, Quality & Environment and Information Security Policy Statements are known and understood by their staff.
Provide input into the development of the Health, Safety, Quality & Environment and Information Security Policy Statements.
To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers;
Lead by example and ensure that ways to conserve energy, water and resources and minimize the generation of waste are identified and responded to within their area of responsibility
Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
Promote a good HSQE and Information Security culture among their departments and peers;
Conduct regular reviews on the HSQE and Information Security Performance and seek ways to continually improve.
Carry out regular safety tours and inspections.

Requirements

Knowledge

Must be a bachelors degree holder.
Professional qualification in safety management required alongside membership of a recognised professional institution.
Thorough understanding of all aspects of safety issues related to railway operations and maintenance.

Skills

Must be politically incisive in communicating effectively with government agencies, board members, media/press, contractors and staff;
Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
Ability to think laterally and analyse and assess a range of information;
Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
Must be a skilled manager in communicating, motivating and developing staff;

Experience

A minimum of 10 years of general HSQE management experience
Consultancy experience during design/build phases of transport network construction is desirable;
Minimum of 5 years of specific HSQE management experience within the rail industry;
Preferably new build construction or maintenance and renewals experience;
Good understanding of ISO9001, ISO14001 and OSHAS18001;
