Employment: Full Time

The HSSE Manager is needed to ensure that companys operations are carried out in a safe, healthy, environmentally friendly & socially responsible manner with an aim towards incident free operations which would result in an improved company image and bottom line.

The HSSE Manager plans and guides the implementation, along with department heads, the corporate HSSE Policy according to the HSSE Manual requirements. He / She is required to implement HSSE expectations in order to carry out an incident free operation.

1. Lead the process of developing KEILs HSSE plans and targets in consultation with the Corporate HSSE manager.
- Develop HSSE annual plans with consultation with Corporate HSSE Mgr.
- Analyze past year performance and set challenging targets for upcoming years
- Participate in setting personal targets for all employees

2. Develop and maintain KEIL- HSSE documents
- Implement the documentation protocol
- Make sure that all documents are in their right place and that they are available for auditing when needed

3. Develop HSSE training programs (including identifying suitable training providers) for the workforce in the region of responsibility.
- Identify essential basic HSSE training needs and their frequency for employees and maintain an updated log
- Identify suitable and reputable training providers and maintain a log of their information
- Organize, in coordination with HR, training programs for employees in the field and the office
- Conducts the basic HSSE induction training to new comers
- Ensures that drivers are trained in defensive training

4. Proactively monitor and communicate developments in industry standards and guidelines, countries of operations legislations, and best practices; and implement changes commensurate with the Corporate HSSE Policy in consultation with the KEC-HSSE Mgr.
- Monitor the developments in HSSE standards through known agencies and evaluate their applicability to KEILs operations.

5. Conduct management HSSE audits and reviews as per annual HSSE Audit plan and schedule pertaining to the region of operation.
- Plan and conduct audits to KEIL areas of operations
- Convey audit results to responsible parties and management to take proper action

6. As necessary, develop procedures and guidelines to address KEI- HSSE issues and operational risk profile of the asset areas.
- Develop procedures for any specific operational issue that might not be covered in corporate/other regions HSSE operations and discuss with KEC-HSSE -MGR.

7. Assist other regions/countries in HSSE matters, when requested by HSSE manager

8. Analyze HSSE data and furnish a monthly report to management specifying HSSE metrics
- Gather HSSE data and compile them in a monthly report
- Analyze performance with charts & comparisons with YTD & month by month

9. Maintain effective emergency response in all worksites.
- Review the effectiveness of an emergency response plan to all KEI sites
- Conduct periodic drills in the Iraq head office and working sites -when required- to test the effectiveness of the system and improve on drill findings, report the findings to management

10. Participate in tenders and contracts evaluation (HSSE clauses)
- Participate in tender evaluations to ensure compliance with HSSE requirements
- Review HSSE clauses in new contracts to ensure their applicability and suitability to KECs HSSE requirements
- Develop equipment acceptance criteria list for critical equipment such as lifting and pressure equipment.

11. Assist other Iraqs managers to investigate all incidents including near misses and undertake steps to prevent recurrence.
- Administer incident investigation courses to managers
- Help other managers in investigating incidents
- Publish incident investigation results to management and other area

12. Coach and guide new HSSE hires
- Coach new HSSE hires (HSE officers/coordinators)
- Guide new hires to right development path including training courses and on the job training

13. Continually communicate with KEC-HSSE -MGR. to dissipate knowledge, best practices and discuss any proposed changes

14. Conduct a formal and complete review of the Iraq HSSE Management System every 5 years for continual improvement.

15. Mentor, guide and direct Iraq new HSSE recruits and ensure that their career path and development is attended to (in coordination with HR officer)

16. Demonstrate and communicate positive HSSE behaviors and practices with the workforce on a regular basis.

Requirements

Minimum Academic Qualifications
- Engineering or science background
- Minimum 10 -15 years of experience
- Industry HSE certification is plus

The HSESR Manager must have proficient knowledge in the following areas:
- HSSE policies, procedure and manuals
- Incident investigation methods and techniques
- HSSE audits
- HSSE inspections
- Understanding of Iraqi HSE laws and policies
- Excellent understanding of the upstream oil industry

The HSESR Manager must demonstrate the following skills:

- Effective verbal and listening
- Communications skills
- Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level

Minimum Work Experience
- 15 years of field experiences
- Exposed to work with HSE MS systems
