Head of CDD Advisory, Retail Clients (MENAP)

This role provides regional leadership in the Middle East, Pakistan and Africa in the management of regulatory standards and reputational and financial crime compliance from anti money laundering and customer due diligence.

The job holder must provide robust and objective advice, guidance, oversight and assurance to relevant country Retail compliance teams in respect of high risk and complex AML/CDD issues linked to policy, customers or regulation.

This senior holder directly supports the Financial Crime Compliance and AML management framework in Retail to be delivered through:
* Advice on CDD policy
* Advice and escalation of higher risk relationships and complexity
* Providing transparency and accountability to supported Retail Country Compliance teams
* Testing compliance with policy in the region
* Interacting with Retail Compliance and Country Heads of Compliance to escalate appropriately significant issues to the Regional Retail Legal & Compliance Head and the Group Head of FCC, Retail.

In support of this framework, the role holder must contribute and assist with:-
* Assessing risks arising from specific higher risk clients and proactively managing those risks in the interests of the Bank as far as possible, before significant audit issues arise.
* Working with Retail Country Compliance teams to ensure that the Retail CDD procedures remain up-to-date and in compliance with laws and regulations in relevant countries and global policy standards.
* Leading with Retail Country Compliance teams, the training of teams in the Retail business that are responsible for CDD in the first line and establishing a feedback loop to support continuous improvement.
* Closely liaises with the internal audit function to ensure that any weakness identified by the internal audit function relating to regional activities are appropriately followed up.
* Establish an effective interface and highly collaborative relationship with the existing Financial Crime Compliance officers of the Standard Chartered Group and relevant country Compliance Heads and teams.
* Supporting country teams in managing regulatory exams.
* Ongoing testing and oversight of Compliance with Retail CDD procedures.

Leadership and management
* Supports efforts to position the Bank as an industry leader in the eyes of regulators and industry stakeholders.
* Leverage shared resources at Country and Group level to deliver advisory and testing objectives including 'virtual team' members within the region.
* Establish strong working relationships with Regional Heads of FCC and Retail Country Compliance Heads.

Knowledge, development and information management
* Offers subject matter expertise on CDD, drawing on FCC networks, professional qualifications and experience.
* Ensures effective escalation within the Bank.

Partnership
* Retail Legal and Compliance networks both in relevant countries and regionally
* Financial Crime Compliance networks and Operations
* Regional Retail Management
* Regulators
* Peers in other banks

Position will have the authority under Group and Retail CDD Procedures to instruct the Retail business / functions to take action, including in relation to:
* The approval of a new client relationship;
* Additional risk mitigants;
* Enhancements required in first line controls;
* The review of an existing client relationship;
* Rectification.

Future resourcing requirements will be actively reviewed and driven by a capacity model to be developed by the incumbent.

Requirements

The position requires experience in one or more of:
* AML advisory,
* AML surveillance,
* Enhanced due diligence services,
* Senior legal and compliance advisory exposure gained in a bank, leading regulator or a professional services firm.


Specialist Financial Crime Compliance Management Required:
* Identifies risk areas and develops solutions in specific area of FCC responsibility.
* Effectively implements and controls defined aspects of FCR processes and procedures.
* Offers subject matter expertise, drawing on FCC networks, professional qualifications and experience.

Excellence:
* Offers new ideas to improve procedures.
* Prepares drafts of procedures.
* Recognized as a potential 'subject matter expert' through networking, professional qualification and experience.

Financial Crime Compliance Governance and Assurance Required:
* Tests FCC Compliance.
* Informs and escalates issues as necessary.
* Identifies where local law and regulation require dispensation from FCR procedures.

Excellence:
* Influences peers to improve, leading by example.
* Produces concise assessments of FCC Compliance.

Financial Crime Compliance Reporting and Monitoring Required:
* Prepares and/or analyses management information to time and quality.
* Reports on tests performed.

Excellence:
* Probes management information to identify divergence from standards.
* Escalates issues and proposes solutions.
* Contributes to the development of meaningful measures of financial crime risk for use at Country and Group level.
* Uses data to improve risk assessments.

Promotes awareness of Financial Crime Compliance and Prevention Required:
* Prepares draft awareness initiatives.
* Provides examples of failure and lessons learned.
* Provides examples for awareness presentations.

Excellence:
* Produces new initiatives to raise awareness of FCC.
* Informs FCC managers of lessons learned.
* Drafts lessons learned papers.
* Provides awareness presentations.

Leadership & Management Required:
* Supports the development and performance of direct reports.
* Maintains low attrition rates.

Excellence:
* Acts as talent identifier and promoter in team and wider network through effective use of HR tools (Strengthsfinder, Learning(at)SCB, Learning Roadmaps, Q12, Conversations That Count) and networking.
