Employment: Full Time

Allen & York are currently recruiting Head Section of Contracts for a key Abu Dhabi government client.

Reporting to: Manager of contracts and Procurement.

Basic Purpose of the Role:
Plans, supervises and controls the contracting activities for all CWM requirements of materials, equipment and spare parts. Includes negotiating, administering, extending, terminating, and renegotiating contracts. Examine performance requirements, delivery schedules, and estimates of costs of material, equipment, and production to ensure completeness and accuracy
Key Responsibilities:
- Develop all purchasing policies and procedures in contracts, in conjunction with division specific requirements.
- Oversee and implement supplier and outsourcer guidelines, obligations and service level agreements for the organization.
- Reviews bids from other firms for conformity to contract requirements and recommends acceptable bids to Manager, Contracts & Procurement
- Interview, identify and qualify potential vendors and suppliers in order to secure more cost effective sources of products and services in coordination with Manager, Contracts & Procurement
- Negotiate pricing, terms and conditions of sale and warranties of goods and products with key suppliers and vendors. Advise respective divisions of contractual rights and obligations.
- Monitor proper contractual records and documentation such as receipt and control of all contract correspondence, contact information sheets, contractual changes, status reports and other documents for all orders or projects.
- Monitor contract close-out, extension or renewal.
- Review supplier or vendor bids for conformity with contracting & procurement guideline and policies
- Review and approve new contract and agreements between prospective vendors and organization in coordination with the Manager, Procurement & Contract
- Conceptualize, review and coordinate procurement proposals.
- Direct and review activities of officers engaged in formulating bid proposals.
- Evaluate contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
- Approve or reject requests for deviations from contract specifications and delivery schedules.
- Arbitrate claims or complaints occurring in performance of contracts.
- Analyze price proposals, financial reports, and other data to determine reasonableness of prices.
- Attend assigned meetings, committee meetings and conferences, as required
- Ensure self development, training and on time completion of appraisals to raise competency, effectiveness and performance levels.
- Develop a positive work environment and encourage teamwork.
- Follow Human Resources policies and procedures for all people management aspects such as leave processing, recruitment, termination, disciplinary procedures, training, performance appraisals, and other similar related responsibilities.
- Keep abreast of professional developments, new techniques and current issues, through continued education and professional growth.
- Carries out other similar or related duties as directed by the Contracts and Purchasing Manager such as participating as a member in the selection of supplier/product data file and assisting in obtaining security clearance for suppliers visiting sites.

Requirements

Qualifications:
- University Degree in Business Administration, Marketing, Sales, or Purchasing, Plus

- Certification in supply chain management.
- 8 years' in contracts preparation and administration , including at least 3 years' in a supervisory position. years' experience
