Job description / Role

Employment: Full Time

Head of Contract provides on-site advice to business/ client units and project teams on contract management and policy compliance matters. He/ She is responsible for initiating, tracking and monitoring contract changes, deliverables, correspondence and risks, and maintaining associated documentation. He/ She enables the management of government, international, commercial contracts and subcontracts in accordance with company policies and procedures, applicable laws, and customer requirements.

Responsibilities
- Organize and supervise the activities and work of subordinates to ensure that all work within assigned area is carried out in an efficient manner which is consistent with operating procedures and policy.
- Provide on-the-job training and constructive feedback to subordinates to support their overall development.

Budgets and Plans
- Contribute to the preparation of the budget and assist in monitoring financial performance versus the budget so that the business is aware of anticipated costs/revenues.
- Monitor the financial performance of assigned area versus budgets so that areas of unsatisfactory performance are identified and corrective actions are taken.

Pre-Contract
- Assist with the preparation of the tender documents and offer advice as to contract selection and procurement route ensuring at all times that appropriate risk mitigation is undertaken.
- Respond to contractual tender queries as appropriate.
- Assist in the technical evaluation of tenders received ensuring at all times that appropriate risk mitigation is undertaken.
- Assist with the commercial evaluation of tenders received ensuring at all times that appropriate risk mitigation is undertaken.
- Manage the contract award process via the negotiation and settlement of technical and commercial matters at all times so that appropriate risk mitigation is undertaken.

Post-Contract
- Assist with the change control processes and procedures with input from the consultants and contractors so that the business directives and regulations are met.
- Establish, publish, monitor and control the dispute notice processes and procedures with input from the consultants and contractors so that the business directives and regulations are met.
- Monitor and control the consultants and contractors insurances, performance bonds, guarantees and warranties ensuring that each remains valid in accordance with the respective contracts.
- Assist with the project handover processes and procedures with input from the consultants and contractors completion and discharge certificates.

Continuous Improvement
- Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account international leading practice, improvement of business processes, and productivity improvement.

Policies, Systems, Processes & Procedures
- Implement approved departmental policies, processes, procedures and instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.

Statement and Reports
- Prepare departmental statements and reports timely and accurately to meet L&T and departments requirements, policies and standards.

Quality, Health, Safety, & Environment
- Ensure that all relevant quality, health, safety and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products/ services and environmental compliance can be guaranteed.

Related Assignments
- Perform other related duties or assignments as directed.

Job Specific Skills:
- JV Consortium Agreement expertise is a must
- Excellent technical knowledge within authority area disciplines is mandatory and in addition, shall also have good working knowledge of other disciplines in Division.
- Thorough knowledge of industry/ international standards, and ability to interpret for specific application within sphere of relevant disciplines.
- Ability to work in a multicultural team environment must be well developed and proven.
- Ability to work in a mentally demanding environment due to the diversity of the work and responsibilities involved.
- Ability to work within the framework of approved corporate policies, procedures and standards. and provide expert advice on a wide variety of technically related matters.

Requirements

BSc in Quantity Surveying, Construction management or similar discipline, training to be or preferably MRICS, MCIOB, or above, designated chartered member of the Royal Institution of Chartered Surveyors. (Post graduate qualification in construction law/ arbitration is preferable.)

15 years experience in a contracting organisations, 5 years with leading companies in major projects.
