Job description / Role

Employment: Full Time

*Responsible for the long term manpower planning and resourcing activities of the Operations Group by setting and tracking resource levels for optimal use of flight and cabin crew resources, and responsible for Crew Roster preparation and publication.
*Drives the strategic plans for Network Operations and Flight Operations by shaping the strategy, developing supporting business cases, creating implementation plans and driving change.
*Induction and Development of QR HR SOPs, Recruitment oversight of all operational positions and development of talent, performance management and succession planning.

Develop Network Operations Strategic Plans

* Drives the strategic plans for Flight Operations with specific responsibility for the Network Operations.
*Contributes in shaping the strategy, developing supporting business cases, creating implementation plans and driving change.
* Coordinate and capture management team input into development plans
* Provide analytical input and guidance to development plans

Monitor Network Operations Performance and Improvement

* Define and report on KPIs a regular basis covering Network Operations activities, such as OTP, disruption causes and crew utilization
* Identify from KPIs and additional analysis opportunities for improvement in Network Operations

Develop and Maintain Resource Plans

* Oversee forecasting and coordination of Flight Deck and Cabin Crew recruiting and resource plans within the Crew Resources team
* Develop long-term, short-term and budget resource plans to accurately meet Al Maha Airways schedule requirements
* Ensure Crew Resource planning process is made in conjunction with all key stakeholders to account for variation in activities, trends and resource plans in each roster period

Management of Resource Plans and Rosters

* Maintain long-term, short-term and budget resource plans to achieve optimum crew utilization and minimum costs.
* Oversee the structural development of the resource plans to continually improve on ability to forecast, monitor and evaluate resource planning
* Accurately account for training, standby and promotions requirements

Standby Management

* Responsible for building and maintaining stand-by coverage levels to ensure adequate flight coverage
* Ensure that all operational considerations have been fully accounted for when designing the level of standby coverage required, including passenger loads, desire for crew leave, sickness and other operational conditions

Human Resources

* Providing assistance to the HR Director in respect to formulating HR Strategy, Recruitment, Talent Management and HR Systems.
* Ensuring that Policies and Procedures are continuously revised in order to support the business while compiling to KSA Labour Law.

Compliance

* Ensure FAA and GCAR regulations and company policies are adhered to.
* Model and analyze proposed changed to rules and policies to determine impact on crew resources.

Budget preparation and monitoring

* Construct and present proposed manpower coverage to Senior Management during annual Al Maha Airways budgeting process.
* Capture forecast total direct employment cost of all Flight Deck and Cabin Crew headcount and indirect employment costs such as support systems, training and administrative support staff and management (where related to crew headcount)

Management & Leadership

* Establish the department or teams objectives and priorities to align with and support business objectives.
* Regularly evaluate the department or teams objectives, plans, procedures and practices, and makes appropriate changes if needed.

Development

* Take responsibility for own ongoing personal development and growth of expertise.
* Train and develop other employees, for proper succession planning and risk management.
* Train Saudi staff in the duties above.

Requirements

Essential:

* Highly developed planning, analytical and problem solving skills
* Understanding of Crew Resources and OCC functions (as well as all departments interacting with OCC within the wider Flight Operations Role)
* Proven negotiating and influencing skills
* Well developed interpersonal skills and effective in a multicultural setting
* Grasp of commercial impacts and financial/budgetary work
* Excellent English communication (written and spoken) and facilitation/presentation skills
* Flexible
* Good understanding of Airline Operations within the Middle East.
* Managerial skills - Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinate's skills. Ability to foster teamwork among team members.
Essential

* Bachelors Degree or equivalent
* Relevant tertiary qualification or equivalent is desirable
* Insert additional qualifications including licenses or certificates required

Preferred

* Experience in Flight Operations Human Resources
