The RoleThe RoleAs a Head of Procurement you will be required to manage a team of Procurement and Contract Management Professionals and you will have overall responsibility for the Strategic and tactical Procurement and Contract Management for the entire portfolio of purchasing required to meet Nawras' requirements. You will be responsible for ensuring value for money by developing and implementing procurement and contract management strategies in a timely and professional manner to achieve improved and better services for the end user. You will be responsible for ensuring that the strategic procurement and contract management activities are aligned to the strategic and business objectives of the Nawras business and that the strategic procurement activities achieve agreed KPI's for the Nawras business. You will plan, direct, and manage the procurement and contract management activities for the Nawras business. You will develop and agree annual departmental cost savings targets for the annual budget process and agree the annual procurement plan with Directors and departmental heads. You will be responsible for co-ordinating, project managing and issuing the Request for Quotation activities for all external resources. You will need to demonstrate commitment to internal and external customer service. You will also have the responsibility to evaluate suppliers and negotiate best prices and conditions to award contracts and to co-ordinate with Legal Department to develop transparent, effective and commercial contracts/agreements on behalf of the Nawras business, delivering quality contract documents within agreed plans/strategies. You will be in control of all purchasing orders issued by Nawras to suppliers and will ensure all post-contract award commercial services are of a consistently high standard. You will interpret and make decisions in accordance with laws, ordinances, rules, regulations, and policies governing the purchase and contracting activities of Nawras, implementing and advising on procurement policies; ensuring all procurements follow best procurement practice with appropriate audit trail. You will have the authority to sign Purchase Orders, of any limit, on behalf of the company, as approved by the Financial Authorities. You will analyze and document business processes and policies and will develop solutions to enhance efficiencies. You will coordinate procurement activities with Group (QI) and other Opco's as required. Responsibilities shall also include the following: Evaluating of current procedures and practices for accomplishing department objectives Coordinating activities of department with related activities of other departments Preparing reports and records on Fixed Line Project procurement activities to Exco and Nawras Board as and when required Developing capabilities of the department team through direction, coaching, clear objectives and performance standards, providing feedback and managing individuals Assisting staff to resolve complex or out-of-policy operation problems. Developing, maintaining and improving business and working relationships with contractors/customers and key telecom vendors. Ensuring that synergies are being harnessed, where possible, with other procurements within Nawras, with QI and/or other Opco's. |
RequirementsRequirementsYou have a university degree in Finance/Engineering/ Science or related field (MBA /MSC would be an advantage). You have at least 10 years of experience in a similar function in a large company (possibly in the telecommunications sector) and with minimum 5 years of management experience; international experience will be an advantage. You have excellent negotiation, problem solving and project management skills. You have legal knowledge of contracts and tendering procedures. You are familiar with key telecom services and equipment and knowledgeable about customs and import rules. You possess strong leadership and interpersonal skills. You have very good English skills (written/spoken). Good (written/spoken) Arabic will be an added advantage. |
