Head of Purchase – Oil & Gas

One of the world’s largest Oil & gas company is currently recruiting for Head of Purchase based in Doha, Qatar. As Purchasing Manager you will be responsible for the purchasing of items for daily operations, maintenance and administration. The purpose of this position is to harvest commercial synergies through right quality, visible cost savings, timely deliveries, and favourable commercial terms & conditions.

Key Responsibilities:
• Update self and direct reports with market developments and Section operations.
• Ensure satisfactory knowledge of all technical requirements in terms of the exact scope with quantity and quality specifications and timeframes.
• Assist requisitioning departments in obtaining product specifications and clarifications when requested.
• Manage the order approval process and analyse, on a continuous basis, the products that can be categorised under Framework Agreements.
• Ensure reliable and efficient flow of relevant information between vendors and the company.
• Accept direct responsibility for assigned tasks based on complexity and manage the complete purchase process including identification of vendors, soliciting price enquiries, negotiations of terms and conditions, keeping the requisitioning department in the loop at all times and handing over to the expeditors for a rigorous follow-up to timely delivery of purchase orders.
• Contributing to the revision and updating of Standard Operating Procedures (SOPs) and ensuring the General Purchase operations are aligned to the revised SOPs.
• Establishing and monitoring an internal system of active communication to ensure all stakeholders are duly updated.
• Participate in the provision of duty-phone rotation during weekends / holidays, ensuring a continuous service is provided.
• Ensure continuous vendor performance and participate in vendor audits when required.

Requirements

Qualification & Skills:
• 8 years of purchase experience with 3 year in managerial capacity is essential; experience from working in a multi-national / multi-cultural organisation is preferred; GCC or Oil & Gas experience is an advantage.
• Bachelor’s degree in any commercial / technical education or equivalent is preferred.
• MCIPS qualified is desired.
• A very good grasp of business principles and detailed knowledge of the Purchase process with broad understanding of Procurement in the Oil and Gas industry.
• Good communications skills, both verbal and written (English). Knowledge of Arabic is an advantage.
• Exposure to Procurement Best Practices such as E-Sourcing, Category Management, Supplier Relationship Management an advantage.
