Our client is a major multi-disciplinary consultancy, which is currently recruiting a Head of Quantity Surveying to head up its commercial division in Kuwait.

The Head of Quantity Surveying will be responsible for the following duties:
- Ensure compliance with company policies, procedures and standards, applicable laws and regulations; monitor all section staff and ensure their compliance to the same
- Understand owner/client requirements as reflected in TORs/RFPs issued by owners/clients; attend pre-tender meetings as and when required in order gain clarifications on owner/client requirements
- Lead feasibility studies in order to determine the economic value of projects
- Support other Heads of Sections in the evaluation of proposals submitted by sub-consultants during RFPs issued by our client
- Attend tender openings; design strategies for the procurement of contractors and sub-contractors, ensure that the services cater to client requirements
- Manage and supervise the preparation of tender documents (e.g. bill of quantities, specifications, contract conditions, drawings etc) which are issued to clients for their review
- Monitor and ensure that Quantity Surveyors are coordinating effectively with the various architects and engineers throughout the project (planning, concept, preliminary, final etc.)
- Ensure that the measurement of quantities for building materials specified for the BoQ accurately reflects the specifications and drawings prepared by architects and engineers
- Ensure that all specifications documents for all designs (e.g. architectural, interior design, MEP etc.) comply with statutory requirements; ensure that the specifications document is updated to reflect any changing statutory requirements
- Coordinate with various manufactures/suppliers in order to develop an understanding of the technical specifications, costs and prices of their supplies
- Prepare reports for clients in order to provide them with an overview of projected construction costs
- Negotiate with contractors (as and when required) in order to assist Clients to meet budgetary requirements
- Ensure that tender documents are updated based on feedback attained and that costs are re-calculated where designs or specifications are altered
- Ensure that the principles of value engineering and life-cycle costing are applied during costing exercises
- Establish a system for maintaining the project risk register, ensuring that this system is adhered to throughout the section across project implementation
- Assist on site Resident Engineers and Quantity Surveyors by providing advice on contractual claims raised by contractors (as and when required)
- Make periodic site visits and attend site meetings (e.g. progress meetings, coordination and specially called meetings etc.) as and when required
- Ensure to provide Quantity Surveyors clear and concise instructions in order to avoid confusion, re-work and errors; follow up with staff to ensure compliance against requirements
- Nominate staff for training (e.g. seminars and technical workshops etc.) to develop their technical skills
- Appraise the performance of staff within the section; ensure to provide continuous feedback and guidance to keep performance on track
- Assist Human Resources in conducting recruitment activities for the Quantity Survey section; Interview applicants as and when required

Requirements

- Bachelors Degree (or equivalent due to visa restrictions) in Quantity Surveying or relevant related discipline
- Additional accreditation by an industry body, such as the Royal Institute of Chartered Surveyors (MRICS, FRICS etc)
- A minimum of 15 years post graduate experience in Quantity Surveying
- Proven track record with leading PQS / multi-disciplinary consultancies
- Well versed in pre-contract administration
- Possess knowledge of International Standards and Codes and knowledge of international and local construction contracts (e.g. FIDIC).
- International work experience is advantageous but not essential
- Have excellent leadership and communication skills.
