Head of Remedial and Special Assets.

Our clients are one of the largest banks in the state of Qatar.

An exciting new role to the whole setup of the organization looking for a proven leader to become their Head of Remedial and Special Assets. Our client has set aside a budget for you to build your own team.

The incumbent will be responsible for managing the delinquent loan portfolio with the specific objective of reducing NPL ratio and minimizing expected losses by maximizing collections and recoveries. The incumbent will be responsible for initiating contact with the non-performing clients for the settlement of their dues, negotiating restructuring and rescheduling arrangements with defaulting borrowers, and coordinating with the Legal function for initiation of legal proceedings (civil/ criminal) for recovery of the amounts due.

Detailed Roles and Responsibilities:

STRATEGIC
- Contribute towards formulation of strategy, annual business plans, policies and procedures of the Remedial & Special Assets section, to support divisional and organizational business strategy.
- Establish an annual recovery plan by describing review strategy and standards.
- Develop the departments policies and procedures.
- Ensure the bank's reporting on the credit classification, provisions, write offs, suspension of interest and provision write-backs on periodic basis is in accordance with QCB regulations and Banks policies and regulations pertaining to Remedial & Special Assets.

OPERATIONAL
- Overall management of the Non-performing Loan portfolio of Doha Bank and ensure that the Banks policies/ terms/ procedures/ conditions and QCB regulations are implemented.
- Ensure that non-performing clients are followed-up with for the settlement of their dues. Prepare reports and recommendations on proposed solutions and forwards to CRO and the relevant Committees for decision.
- Ensure that restructuring and rescheduling arrangements are negotiated with defaulting borrowers.

Coordinate with the Legal function for initiation of legal proceedings (civil/ criminal) for recovery of the amounts due.
- Identify and control facilities that have developed into weak, doubtful or loss situations.
- Overall responsible for upholding and monitoring compliance with prevailing QCB rules and regulations with respect to identifying delinquent clients classifying them and calculating the necessary provisions.
- Review doubtful and bad debt provision schedules for senior management, external auditors and QCB and recommend uncollectible loans for write-off. Develop and recommend policies on how to deal with customers from whom payments are not forth coming.
- Review existing grading of Non-performing Loans in light of their performance and coordinate with the CRO with regard to adequacy of the provision and chances of upgrading the accounts.
- Recommend write-offs to the CRO in relation to non-performing / distressed investments which are no longer recoverable.
- Monitor the follow-up on the collections (e.g., principal repayment, profit coupon, etc) of non-performing special assets and report the same to the CRO.
- In the event of senior management directives to initiate legal action to recover overdue amounts, provide required documentation (Investment documentation, Investment contract and Legal notice) and follow-up to obtain approval for the same.
- Assign targets to Recovery officers and measure their performance through daily, weekly, and monthly reports.

Requirements

- University degree in Business Administration.
- A Masters degree in Business Administration is a plus.
- Professional Certification in Risk Management is preferable.
- About 10-12 years of related experience of which a minimum of 4-6 years should be in a similar position / responsibility, preferably in a similar Industry entailing responsibilities of remedial activities.
