Job description / Role

Employment: Full Time

Incumbent will manage the Regulatory Legal Affairs section reporting to Head of Regulatory Affairs, incumbent will also supervise subordinated within the same section.

Principal Functions;
- Advises and guides the company on the interpretation of decrees, by-laws, regulatory policies and directives of the Telecom Regulatory Authority.
- Develops policies, procedures and work processes to ensure that the company's business practices are in compliance with the Telecommunication Law and any regulatory compliance.
- Monitors and attempts to influence for the company's benefit the regulatory framework for telecommunications, broadcasting or competition in the UAE and in other jurisdictions.
- Coordinates closely with the Legal Department to resolve legal issues/ concerns affecting the company.

Duties & Responsibilities:
- Guides Management, Business Units (BUs) and other Regional Units units in interpreting their obligations by law and regulations of the Telecommunications Regulatory Authroity or any other regulator.
- Assists in enhancement of commercial and operational procedures of the Business Units to ensure conformance to the regulations and reporting requirements.
- Assists Etisalat to comply with Regulatory Instruments issued by the TRA.
- Participates, as required, in briefings, conferences, negotiations, arbitrations and other legal/regulatory proceedings.
- Scrutinizes, and revises, as needed, legal documentation required by any sector specific regulators.
- Assists the Head of Economics to manage regulatory issues for the company with respect to regulated products (e.g. approvals for terms and conditions and prices).
- Provides drafting /legal vetting assistance for legal/quasi-legal documents.
- Supports the performance evaluation of subordinates and assists in developing their technical/professional competence.
- Prepares and monitors budget for the Section and takes corrective action in case of variances.
- Defines, analyzes and prepares strategy and argumentation in representing the regulatory group interests.
- Monitors application of licensing obligations and regulatory implications of the company's and its subsidiaries and associated companies.

Requirements

- Bachelors Degree in Law
- 8-10 years experience in telecommunications regulatory legal affairs (including time spent in private practice and preferably also in-house in an incumbent telecommunications company)

Related Professional Training, Certification or Membership:
- Mandatory - Fluent English to native speaker level
- Preferred - Higher Degree in Law. Arabic language skill
