Job description / Role
We are urgently recruiting for a Department Manager - Proposals & Estimation Manager to join our client's organization based in Al Khobar, Saudi Arabia.
Purpose of Role:
Ensure adherence to established contracts management procedures
Responsibilities
- Review the tender documents and recommend to management for (bid/no bid) based on scope of work, client profile, ITB requirements and availability of resources.
- Appoint Proposal Manager and Estimation Officer/s for a given tender.
- Finalisation of Proposal Engineering agency with SBG Head / SBU Head.
- Enable SBG/ SBU Head in selection and aligning with Consortium / JV Partner.
- Finalization of Proposal budget (for each proposal) and submit to SBU Head for approval.
- Monitor various activities during the tendering stage.
- Ensure timely completion of all Tender related activities.
- Guidance in Risk Identification, finalization of Risk mitigation plan and participation in Management risk reviews.
- Monitor and review critical assumptions to ensure accuracy and completeness in estimation with respect to Bid requirements.
- During post tender submission ensuring that proper and timely clarifications are provided to the Client including participation in post bid clarification discussions.
- Review the Lessons Learnt/Analysis Report at the end of each proposal.
Requirements
Education:
Engineering Graduate preferably with Management Degree or Certification course in Project Management/ Cost Estimation
Professional Experience:
20+ years experience in EPC organization, preferably in Oil & Gas (Onshore) with knowledge/ understanding of Project Life Cycle and Detailed Engineering.
Must Have:
- Experience in Oil and Gas Project Business
- Commercial acumen
- Understanding of international business scenario/ requirements
- Experience of Project Life Cycle
- Knowledge of Market trends and upcoming business opportunities
- Experience as Proposal Manager for at least 2 or more complex projects
Nice to Have:
- Knowledge of International Standards and requirements
- Earlier working experience of other functions e.g., Engineering, Procurement etc.
- Exposure of site/ construction activities
- Dealing with Licensor, Vendors, Client, Consortium
- Up-to-date knowledge on taxation, statutory requirements
