The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2016. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Health Safety & Security Coordinator to support the construction function to deliver a QAR 10 billion portfolio of education, medical, marine and general building projects for Government clients. A key function is management of public works authority interface with the Programme Management Consultant (PMC).

Reporting to the QHSE Lead, your responsibilities in the role will include:

Establish plans for Health Safety & security Management; and monitor implementation and compliance by the supply chain.
Work collaboratively with consultants and contractors to ensure portfolio delivery within H & S objectives. In particular, ensure that PWA required H & S reviews and approvals are scheduled and actioned.
Management of H S & S risk across the portfolio, and preparation of regular reports and briefing papers on the status of the risk, mitigation actions and risk reduction initiatives.
Preparation of the master H & S audit schedule, audit implementation and management of follow up for corrective actions.
Measurement of H S & S performance of the PMC, consultants and contractors, and incorporation into a feedback process to ensure continuous improvement to meet PWA needs.
Identification and coordination of interfaces with internal and external stakeholders to ensure necessary support to enable delivery of the projects.
Monitor implementation of PMCs H &S management and administration processes.
Prepare monthly H S & S Status Report - content to include:
-H S & S performance (statistical) summary
-Audit Status
-Summary of H &S meetings
-Urgent corrective actions

Requirements

Essential attributes include:

Degree in Engineering, Construction, Project Management or similar related field is required.
Formal Auditor and Nebosh General Certification is desirable.
A minimum of 10 years experience in managing the health and safety aspects of the design and construction of major new building programmes.
Experience in the management implementation and compliance to ISO 18001, preferably from the client side.
Experience in the assessment of consultants and contractors health and safety plans; and auditing for compliance on major building projects.
Have good knowledge and experience of international health, safety and environmental standards related to building projects.
Experience of working in Qatar or the Gulf region is desirable.
Proficiency in English, written and spoken is essential.
Drivers License is required.
Experience working in the Middle East would be advantageous.
