OBJECTIVES:
Fulfilling a management role of HSE Advisors and an advisory role to site management teams, providing leadership and mentoring of the HSE team members. To actively pursue international best practice and encourage contractors to implement and maintain safe working environments that meet or exceed the Client's expectations.  To review, assess and approve contractors Safety Manuals, procedure's and work method statements. To lead and document all Safety Audits, required by both Local Authorities and Hyder's Safety System and co-ordinate the preparation of the H&S monthly reports for all contracts in the region.

RESPONSIBILITIES:
The main duties of the HSE Manager include, but are not limited to:
o Manage HSE advisors
o Carry out record, document and issue daily, weekly & monthly, site safety inspections, audits and reports. 
o Liaise with Local Authority Safety Department, contractors and other consultants.
o Review, assess and approve all safety related submittals.
o Advise on potential hazards at work site
o Prepare and issue Safety Violation Notices 
o Ensure all agreed safety standards and applicable regulations are observed 
o Carry-out and record regular site safety inspections
o Assist in investigation, preparation and documentation Safety Manuals, Policies and Procedures.
o Investigate all accidents and dangerous occurrences, prepare reports.
o Review and develop ""Permit to Work"" procedures
o Promote and carry out site safety training 
o Set a high personal example of Health and Safety at all times.
o Assist in preparation and presentation of internal and external Construction related Safety Training Courses

Requirements

PERSONAL SPECIFICATION
Education /Minimum Qualifications
o Successful completion of a relevant degree from a recognised Tertiary Institution.
o Postgraduate H&S qualifications to certificate level from IOSH, NEBOSH or SIA.
o Membership of an internationally recognised H&S Institute, ie IOSH, OSHA, SIA, IRM. 
o Minimum of ten (10) years postgraduate experience.
o Minimum of eight (8) years experience in the safety field.
o Minimum of five (5) years experience in construction safety.
o Possessing Safety Training experience.
o Familiarity with BS and international standards
Candidate Profile
o Good written and verbal communication skills.
o An ability to identify potential problems and propose solutions
o Ability to team build, organise staff and prioritise works
o Ability to work well within and lead a site based team of mixed nationalities
o Experience in Microsoft applications
o Ability to build rapport with work colleagues.
o Preferably possessing a valid Safety Training Certificates from a recognised organisation.
o Experience in supervising/managing Safety preferably in the construction field of piling/reinforced concrete/structural steel/road construction/bridge construction/drainage/water supply/HVAC/ electrical installations
