The Role


The Role

IN and OCS  Planning expert with over 7 years of experience in GSM/3G operator or leading vendor environment is required in IN-VAS Planning department reporting to IN Planning team leader.
* Development and execution of short to long term plans for IN and charging solutions in line with strategic business requirements. These include IN and OCS design, deployment & interoperability etc. 
* Evaluation of Marketing and business requirements and translating them into practical technical solutions and plans.
* RFP preparation, evaluation, negotiation and vendor selection for all the IN and charging related projects.
* Evaluation and testing of proposed changes to the IN , OCS and charging solutions infrastructure, features and services. 
* Planning and execution for IN migrations and upgrade.
* Coordination and facilitation of project approval, RFQ, vendor selection and product management up until the commercial launch of services. 
* Assessment and testing of the impact of new technologies on existing IN products and services.
* Establishment of forecast procedures in coordination with concerned departments and estimation of future traffic demand for IN.
* Translation of medium and long term architecture plans into yearly design objectives.
* Technical lead in decisions on the IN technology road map.
* Coordination with different departments including network operations, project management & network development teams.
* Preparation of budget forecast for CAPEX and OPEX requirements.
* Continuous optimization and capacity management of installed IN solution.
* Responsible for developing and improving, SOPs, process and procedures for effective and smooth running of the department.
* Responsible for maintaining the document repository of IN.
* Project Management.

Requirements


Requirements

* More than 7 years' experience on prepaid voice and data charging solutions including IN , VC, EVC  and CGW solutions in leading operator or vendor environment.
* Expert level knowledge in the legacy Huawei IN architecture, service configuration and charging matrix definitions.
* Expert level knowledge in Ericsson or Huawei OCS and CBS solution.
* Expert level knowledge in Huawei MDSP.
* Experience of legacy IN migration to latest OCS/CBS based architecture.
* Advanced level understanding of legacy Huawei IN features such as CUG, Data charging, buckets/bundles .etc.
* Experience in SS7, Sigtran, Diameter, SOAP/XML and SMPP protocols.
* Broad understanding of CS Core and PS core architecture including VAS solution.
* Hands-on experience of Acceptance testing.
* Experience in  IBM AIX, Linux and SQL/Shell scripting.

* Bachelor Degree in telecommunications or similar. Master's degree will be an advantage.

In October 2003, Asiacell was granted a two-year GSM license for the seven northern provinces of Iraq, catering in the process to a wider client base who collectively shared a need for a quality mobile network, The license was extended in 2005 to cover the entirety of the Iraqi Republic, Consequently, today it is the only telecom network to provide coverage nationwide.

In August 2007, Asiacell bid and won a 15-year national license, becoming the GSM telecom operator with the largest long-term network coverage in the country, The company's breakthrough successes have naturally led to its expansion and growth over a network that is touted as one of the most groundbreaking accomplishments in the history of Iraq.
