Our client, a well-respected public works authority for the country of Qatar, is looking to immediately recruit a qualified and experienced IT Business Relationship Manager to participate in the growth and development of the business. With the practical completion of Qatars comprehensive national master plan, the state is about to embark on a major infrastructure construction campaign which will see project design and construction activity as well as job opportunities continue to grow for years to come.

Working as part of the Corporate IT team, your responsibilities in this role will include:

- Responsible for understanding the business needs and prioritizing the demand (Information Technology service requests for production, maintenance, enhancements, and projects) ensuring Information Technology solutions and services meet customer needs.
- Acts as the liaison between Information Technology and the Line of Business.
- Develops and manages the relationship between Corporate IT function and internal and external partners (other Lines of Business, IT Service Delivery teams).
- Accountable for overseeing all Information Technology services to the Line of Business and supports focusing these services to the critical business needs.
- Responsible for providing initial project estimates for cost-benefit analysis, pre-project high level business solution design and overall solution delivery (project progress)
- Manages IT communications efforts to the Line of Business and its executive leadership team.
- Develops IT solutions and looks for real root causes to any issues.
- Ensures timely Service Level Agreement (SLA) reporting and negotiations to enhance value to the Line of Business
- Ensures the Line of Business understands the technology solution, overall solution delivery, and compliance to governance processes and technology roadmap, etc.
- Ability to understand and communicate complex business requirements to the technology teams.
- Works with IT stakeholders to pursue opportunities to leverage technology to achieve Line of Business objectives.
- Supports efforts to develop IT strategies for the Line of Business that aligns within the overall business strategy and the Corporate IT Strategy.
- Ensures the alignment of projects with the technology that provides maximum ROI.
- Reviews and analyzes the effectiveness and efficiency of existing requirements-gathering processes, and develops strategies for enhancing or further leveraging these processes.
- Participates in the IT annual budgeting and planning process for the assigned Line of Business, and tracks IT spend for the Line of Business.
- Tracks and reports on IT project portfolio for the assigned Line of Business.
- Develops and communicates IT Changes through awareness programs.

Requirements

Essential attributes include:

- Bachelor's degree in Information Technology Management or equivalent engineering discipline and at least 7 - 10 years of experience in progressive roles in IT.
- Strong experience in establishing business demand for IT services and solutions.
- High familiarity with a variety of IT governance principles as defined through TOGAF, COBIT, SIX Sigma and ITIL.
- Experience with managing relationships with internal customers, internal IT teams and outsourced IT service providers.
- Good knowledge of IT KPIs, Scorecards, Dashboards, SOWs, SLAs, OLAs and adherence to those.
- Proven experience as primary or senior business analyst implementing and supporting IT systems throughout the life cycle.
- Demonstrated application portfolio and project portfolio management skills, including project planning, budgeting, and valuing IT investments.
- Highly motivated, ability to multi-task, and commitment to achieving results.
- Excellent oral and written English skills.
