The Role


1. Job Summary:
The IT manager is responsible for all aspects of IT services . Working closely with stakeholders, the jobholder needs to ensure that the IT strategy and plans are in line with the business strategy. In the implementation phase of this plan, the jobholder needs to work closely with the various contractors and service providers involved to ensure the IT infrastructure, information systems and various IT governance and management practices are put in place in time for the opening of project service. After opening of the project , the jobholder needs to manage a team of six staff in delivering cost-effective, professional IT services to support the project operations. To this end, the jobholder must develop a good service culture in the IT Section, and a good partnership with contractors and service providers engaged
to provide IT maintenance and support services to project.

2. Job Responsibility:
2.1 Oversee the development and implementation of IT infrastructure and information systems.
2.2 Manage the work of the IT Section to deliver reliable and highly available IT services in a cost-effective manner
2.3 Manage contractors and service providers to ensure maintenance and support services delivered meet Service Level Agreements.
2.4 Proactively identify opportunities for deploying IT to improve work productivity.
2.5 Establish and enforce IT management practices.
2.6 Develop a service-oriented culture and a harmonious working environment in the IT Section.
2.7 Prepare IT budgets and manage IT spending.
2.8 Develop short and long term IT strategy to support the operation & maintenance organization to achieve continuous improvement in internal and external customer service performance and productivity as well as anticipate future system expansion and upgrade.
2.9 Prepare and compile IT evaluation reports on a regular basis on the performance of the IT system.
2.10 Supervise and oversee all aspects of IT administration and management including operation & maintenance procedures and instructions, technical specifications, disaster recovery plans, system backup schedules and safety and quality plans.
2.11 Carry out regular reviews on disaster recovery procedures and backup measures on IT systems to ensure the continuous availability and improvements.
2.12 Provide training, support and guidance on IT systems within the Engineering & Maintenance Department and to the wider operation & maintenance organization.
2.13 Carry out 24-hour on-call responsibility for incidents and emergency within its section.
2.14 Approve acceptance of project deliverables from contractors within delegated authority.
2.15 Approve project proposals within delegated authority.
2.16 Approve IT and office spending within delegated authority
2.17 Approve day-to-day staff matters, such as leave and training applications.
2.18 Perform and carry out duties as instructed/ directed by the Corporate Services Director.

Qualifications and Experience
3.1 Essential
1- University degree in computer science, information systems, software engineering, or equivalent.
2- Minimum of 10 years relevant IT work experience with at least 5 years at manager level.
3- Solid experience in IT project management.
4- Solid experience in contractors and service providers management.
5- Good exposure to the development and major issues of IT through attending seminars and conferences
6- Ability to communicate effectively in English both verbally and in writing with internal clients to identify needs and evaluate alternative business solutions.
7- Ability to continually seek opportunities to increase internal client satisfaction and deepen client relationship.
8- Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
9- Good interpersonal and communication skills at all level with the ability to train, assess and motivate staff.
10- Keep abreast of new developments in networking, software and hardware.

4. Safety Responsibility:
4.1 Ensure that the safety standards within the IT section are established and in compliance with the company safety policy, procedures and instructions.
4.2 Ensure that the safety procedures and instructions are fully observed and implemented during all IT maintenance activities implemented internally or by the Contractors
4.3 Follow safe working procedures and instructions personally and wear appropriate personal protective equipment (PPE) as required and foster a strong safety culture for the observance of safety across the operational project.
