Job description / Role
Our client in Qatar is looking for an IT Technical Proposal Senior Specialist for a duration of 1 year responsible for creating and writing various types of Statement of Work and Executive Summary as part of tender documentation and monitoring the procurement activities and cycle with regular reporting on the milestones of procurement process.
Collect and document the IT requirements
Draft and develop the technical elements, pricing structure, payment schedule, technical evaluation criteria, applicable terms and conditions to be part of Statement of Works and Executive Summaries documents
Meet with IT department to establish technical specifications to be part of Statement of Work
Identify the deliverables and milestones of the scope
Conduct analysis sessions with IT and procurement team
Prepare the Statement of Works, Executive Summaries and related Memos
Release the documents following final approval to procurement for initiating the procurement process
Responsible for monitoring the day-to-day procurement cycle process that includes status updates, meeting arrangements, schedules, recording action assignments.
Review and provide critical analysis of RFP drafts for compliance with all technical requirements
Developing the procurement cycle schedule based on the KPIs
Tracking milestones of procurement cycle against KPIs
Monitoring the flow of the documents, gathering signatures
Facilitating meetings between IT and procurement team
Build and maintain the contract renewal log, trigger the renewal of contracts
Developing together with procurement team the sourcing approach for renewing of contracts to ensure scope optimization, supplier rationalization and renewal in timely manner.
Manage, document, resolve and mitigate process issues and risks
Arrange technical training sessions to IT and procurement teams

Strong oral and written Communication skills (technical and non-technical)
10+ years of experience (must)
BS degree (must).
