As the portfolio of infrastructure/civil projects across the Middle East continues to expand, so too is our employer, a leading provider of global national security services, is also looking to expand their ranks. With long term prospects providing stability and career development, our employer is seeking to welcome a professional and experienced In-country Division Manager to oversee the entire division of the UAE project.

Reporting to the Global Division Manager, your responsibilities in the role will include:

• Managing and prioritizing the in-country resources to support all Project Manager activities (Technical teams, subcontractors, equipment, materials, vehicles etc.)
• Responsible for the interfaces with AIS and the O&G companies with all division related issues
• Manages, controls and tracks all Execution budget for all division projects
• Responsible for addressing all escalated issues, related to all execution in-country - as were raised by the In-Country Project Managers and PMs
• Responsible for the HSE activities and contributes to successful implementation of the HSE Management System
• Implements actions in support of the QA/QC Plan for the division. Directs and compliments activities of the Sr. QA/QC Manager in the assigned area
• Oversees management of subcontractors by project teams and Contracts organization and provides input as required
• Managing all division in-country contracts
• Approves subcontractor applications for payment
• Monitors and reports to the DM, relative to the progress of all activity within the assigned area (division), including accomplishment of contract milestones and any conditions or issues which may affect or impact program cost or schedule
• Conducts Execution bi-weekly meetings with In-Country PMs and other relevant division functions, to review programs status and formulates action items to track progress, performance, contract compliance and safety in all in-country projects
• Coordinates with the in-country Supply Chain leadership to ensure procurement of services and materiel
• Represents the division in front of partners and the customer on all division related issues
• Approves performance reviews for all in-country staff

Requirements

Education / Certification Requirements:

• Four year accredited Engineering or Construction Management degree required
Skills and Experience
• At least 15 years of experience in a managerial role preferably as a Project Manager with P & L responsibility
• Minimum 20 years overall E & C industry experience
• Minimum 5 years working in the Middle East region
• Experience in projects with Integration orientation preferred
• Management capabilities and skills related to the management of projects
• Prior experience working in the Middle East region (a minimum of 7 years is preferred)
• Experience managing projects valued in excess of $100 million
• Strong background and leadership of projects involving telecommunications, instrumentation, and controls
• Must have worked in a matrix organization delivering construction projects
• Working in multi-cultural disciplines- MUST
• Strong background of leadership and management in the areas of Civil Engineering, Construction, and Electrical work
• Experience working under a Project Controls environment with experience in document management, Primavera scheduling, job cost accounting, and other related applications
