The Role


CH2M HILL is the Programme Manager for Masdar City, a zero-carbon / zero waste city in Abu Dhabi. The Programme is focused on developing and commercialising advanced and innovative technologies.

The ICT Lead provides support to the programme for the overall direction, development and implementation of the Information and Communication Technology strategy for the Masdar City ICT infrastructure. The ICT Lead ensures quality and efficiency of project delivery by providing technical and business feedback, analysis, and support on all respective technology assignments. The ICT Lead is a principal in major technical, cost, scheduling, and performance decisions.

We are looking for a person to join the programme management team with a 1-7 year commitment with opportunities internally at CH2M HILL following the end of the programme.

- Bachelors Degree Engineering, Computer Science, Information Systems, or related discipline (Masters preferred).
- Significant experience of Project / Programme Document Management in telecommunications engineering or construction industry
- Minimum 15 years experience in IT / Communications Infrastructure, with a supplier, technology or delivery background, with high knowledge of construction and health & safety regulations
- Computer literacy at an advanced level is a must, and proficiency in the use of CAD systems is highly desirable
- Ability to maintain confidentiality, exercise sound judgment in complex situations, and function independently with initiative, creativity and attention to detail
- Knowledge of the supplier market, capabilities, technologies and future developments, in the following areas:
- IBMS ¡V Integrated Building Managed Services ¡V Security, Life Sciences, Power Management
- Mobile communications - Wi-Max, WIFI, Satellite
- Voice, Data services ¡V IIMS, VOiP
- Network Delivery Systems ¡V Co-axial, Fibre, Microwave, Copper, Satellite, Optical Line of Sight
- Use / abilities of Infrastructure for Telemetry, Telecommunications and Telephony
- Strong leadership and people skills, customer focus, negotiation skills and objective oriented
- Excellent problem solving, communication and negotiation skills are required to manage relationships with the senior and junior staff.

KEY DUTIES:
- Responsible for the defining, managing and updating the ICT Strategy, ensuring strategic adjustments are undertaken in conjunction with the improvements of technology, cross business and programme requirements, ensuring compliance with quality and technical standards
- Liaise with external organisations, including suppliers and regulatory bodies regarding maintenance, performance, integration requirements of current and future systems and infrastructures
- Responsible for the management of the ICT Team, ensuring leadership, direction, training and development is provided to staff to meet the requirements of the programme, the strategy and the operational plans
- Liaising and assisting other Managers / Teams for the forward planning and implementation of works, services, technology enhancements and projects
- Remains conversant with current technologies / future developments and innovations. Provides guidance and support to management and the team in terms of changes in standards and policies
- Ensures the delivery of services, systems and programs within agreed budgets. Maintains a secure environment for all critical infrastructure components
- Maintaining, developing, upgrading and custodianship of the overall strategy and process required for the ICT System
- Implementing the Management System and ensuring its successful and effective use and its continued development
- Preparing, managing and disseminating reports, processes and associated work instructions
- Providing support to all project teams, to resolve any systems issues that may arise
- Preparing regular reports on effectiveness, risk management and change management of the ICT System, Strategy
- Ensures the needs of internal and external customers are met prior to the design, during supplier selection, system trialling, implementation and during the operations and maintenance
