Infrastructure Facilities Management Engineer - Qatar

This exciting opportunity has become available to be part of a growth firm that develops iconic mega projects worldwide. A newly created opportunity has now arisen within one of our clients key projects, a mega futuristic city project for an experienced Infrastructure Facilities Management Engineer to lead the mechanical, electrical and infrastructure work and logistical challenges for this project. This city project extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors.

Reporting to the Senior Manager Assets and Facilities Management, you will be responsible for managing all FM related operations/community services on a daily basis and for the service delivery at the specified locations. Your responsibilities in this role will include:
- Coordination and supervision of team members in the fields of gas network, district cooling and vacuum waste.
- Review and comment on as - built drawings.
- Review and compose Operation and Maintenance.
- Implement compliance requirement of Civil Defence in relation to life and safety.
- Coordination to different services provider such as power, water etc.
- Coordinate with various entities responsible in the development and operation program.
- Prepare and manage distribution side of utility services such power, water, DCP, load to ETS and TSE for irrigation system.
- Management of BMS and SCADA operation.
- Generate defect and liability list in accordance to operational requirement of the various building and infrastructure services.
- Generate and review Method statements for installation commissioning and operation of various system.
- Inspects and ensures the upkeep of the area is always maintained.
- Visits/inspects site on a daily basis and reports discrepancies if any.
- Inspects the site on daily basis and raise Service Requests for any issues that service provider requires immediate action.
- Follows up on MEP PPM schedules.
- Follows up on Infrastructure & MEP PPM schedules.
- Monitor and manages IRM activities and schedule for underground utilities and services.
- Manages Insurance claims process on accidental damages to property.
- Manages and Monitors Traffic Signal and Urban Traffic Control system.
- Coordinates with Landscaping Department for any issues related to landscape deficiencies.
- Conduct site visits along with Service Provider to ensure all notable issues are attended and observed.
- Ensures that the nominated Facilities Management Company provides the services as agreed.
- Manages controls and enforce permit to work system and policy.

Requirements

- Bachelor's Degree in Mechanical Engineering or Structural Engineering discipline construction related discipline.
- 7-9 years' experience in Facility Management infrastructure and operations.
- Experience in infrastructure features diversion for large scale projects including; experience in large urban development projects which includes infrastructure services such as Substations, District Cooling Plant, Energy Transfer Stations, Sewage Treatment Plant, Treated Sewage Effluent, Potable Pumping Station and distribution, Storm water network management, etc.
- Technical experience in management, commissioning and operation of various installations of mechanical and electrical equipment of various infrastructure systems.
- Substantial experience and knowledge in the design, supervising installation, work of mechanical & Electrical engineering with associated interfaces with Construction/Civil disciplines.
- Clear knowledge, understanding and implementation of safety procedures and safe work practices.
- Experience as a consultant will be preferred.
- Previous experience working in real estate/ infrastructure/ city management office/ municipality office in a similar role is preferred.
- Knowledge and understanding of city management and real estate industry.
- Advanced knowledge of working with Microsoft Office Applications (Word, PowerPoint and Excel).
- High attention to detail.
- Strong organisational and communication skills.
- Experience with AutoCAD and mechanical engineering design codes.
- Experience working in the Middle East would be advantageous.
