The Municipality provides a range of municipal services to the community and entities of Al Ain.

The Building and Construction Sector Environment, Health and Safety Department provides support and guidance to the entities who work in the Sector, to enable them to implement an Environment, Health and Safety Management System (EHSMS). This is in accordance with the guidelines of the Competent Authority (Environment Agency of Abu Dhabi – EAD) and the mission and vision of the Municipality.

We are looking to recruit an experienced Environment, Health and Safety Inspectorate Manager and Accident Investigator to manage the coordination and dissemination of relevant up to date information and to undertake Accident Investigations within the department scope, liaising with relevant stakeholders to ensure consistency of investigation techniques. The Inspectorate Manager will be required to provide support and training to sector entities when required and to provide the Environment, Health and Safety Director with the relevant data required by the DMA, on the status of the B&C entities and the performance of the EHS Department, by the required regulatory submission deadlines and those required by the municipality.

Responsibilities:

• Develop good professional working relationships at all levels in the municipality, and third parties to ensure an effective use of all resources and an awareness of any changes to reporting requirements.
• Provide leadership and set a personal example to promote a climate for the growth of a positive environment, health and safety conscious culture within Al Ain Municipality.
• Communicate effectively both internally and externally to create an open effective organization that delivers against the needs of the municipality.
• Undertake and lead investigations of incidents and accidents
• Work with the EHS Director, Human Resources and the Training Department to manage the technical and personal development of the staff in the Support Section.
• Assist the Environment Health and Safety Field Office Manager in the effective delivery of inspection, investigative and audit services both internal and externally in accordance with the department program and goals.
• Coordinate the EHSMS documentation and distribute and disseminate information developed by the Emirate level body.
• Ensure the currency and relevancy of Sector based EHSMS documentation prepared by the sector
• Provide support, assistance and, where required, training to sector entities in their development, implementation, monitoring and auditing their EHS Management Systems (EHSMS).
• Liaise, consult and cooperate with the regulatory authorities responsible for environment, health and occupational health and safety issues in areas of common interest.
• Approve the EHSMS developed by the entities within the Sector as per requirements of the Abu Dhabi Emirate EHSMS Framework.
• Ensure accident investigations lead by others are carried out in a professional and efficient manner.
• Ensure that the inspection and audit teams carried out their duties as required.
• Provide other technical specialist inputs as required.

Qualifications

• NEBOSH Diploma or equivalent
• Degree qualified in a related discipline
• Professional Qualifications would be advantageous

Technical Competencies

• 10 years experience in a construction or a similar environment of which 5 years in a Senior Management position.
• Investigative techniques experience
• A good knowledge of local UAE legislation as well as international best practice for safety.

• Ability to work without supervision and with a proactive approach
• A good standard of English language written and oral is required
• IT literacy
