CH2M HILL Interface Lead (Roads) - Doha, Qatar
Project Info & Job Purpose:
Qatar will be hosting the 2022 FIFA World Cupâ„¢ and become the first Middle East nation in history to stage this event. The associated construction programme will be part of a major country regeneration programme including the development of required infrastructure, competition and noncompetitive venues.
CH2M HILL is the programme management (PMC) responsible for the construction management of competition venues, training sites, associated common domain precincts and the coordination of the regeneration programme integration works, acting on behalf of the client Qatar 2022 Supreme Committee.
The Interface Lead - Road is accountable for the monitoring and oversight of highway projects as they are planned and delivered as required for a successful 2022 World Cup Qatar (Tournament) experience. Such road works are considered Infrastructure under CH2M HILL's Programme Management Consultant (PMC) scope of services.
Job Responsibilities/Accountabilities:
As the PMC, CH2M HILL is directly responsible for managing the delivery of the Competition Venues and accountable for coordination and monitoring of Non-Competition Venues and Infrastructure on behalf of the Qatar 2022 Supreme Committee. The position of Interface Lead Road will therefore require close coordination, alignment and communication across the delivering entities, key stakeholders, PMC team, and the Qatar 2022 Supreme Committee.
General duties and responsibilities:
• Assure alignment and coordination of interfaces between all highways and the Competition Venues, Non-Competition Venues and other infrastructure components.
• Coordinate stakeholder engagement and integration to achieve programme objectives for scope, budget, schedule, quality, sustainability, legacy, etc.
• Make certain that the FIFA requirements, tournament Transport Strategy and Transport Plan and pertinent aspects of the National Vision 2030 are fully and satisfactorily achieved.
• Facilitate delivery of the highway works to support the Transport Strategy and Transport Plan for the Competition Venues and Tournament.
• Endorse and adhere to programme policies and procedures (i.e., exemplify culture of discipline).
• Actively participate in working groups aimed at providing solutions to delivery challenges, such as construction logistics, supply chain, sustainability, social concerns and legacy.
• Assist in the collection and analysis of project performance data (e.g., schedule, cost, safety, resource requirements and sustainability) from stakeholders.
• Foresee programme risks and offer real-time mitigation strategies.
Essential duties and responsibilities:
• Liaise with the delivering parties and all affected stakeholders to assure that the facilities are being delivered to the quality, schedule, budget, sustainability, legacy and other requirements of the programme. • Participate in working groups addressing permitting and approvals, logistics, interface management, business process efficiency, HSSE, sustainability, legacy and other areas affecting programme delivery.
• Assess master plans for adequacy and coordination.
• Evaluate design documents to assess sufficiency for construction purposes and inclusion of critical FIFA and Qatar 2022 Supreme Committee requirements.
• Monitor for adherence to permitting protocols.
• Cooperate with municipalities and approving authorities.
• Review contracts and agreements for appropriate contracting strategy and administrative enforceability.
• Endorse suitable change management protocols consistent with programme requirements and monitor for changes in scope, schedule and budget.
• Foresee project risks, offer real-time mitigation strategies and report high risk matters to the Qatar 2022 Supreme Committee.
• Prepare monthly reports and other documentation as requested.
• Visit work sites, observe situations affecting programme performance and prepare reports of observations and findings.
• Enforce provisions of Memoranda of Understanding and Cooperation Agreements.
• Review project schedules for adequacy with respect to delivery milestones, level of detail, WBS, logic, duration and resources.
• Validate accuracy of information reported by delivering entities, including progress, budget, safety, etc.
• Coordinate interfacing with Competition Venues, Non-Competition Venues and other infrastructure projects.
• Communicate with others in an effective and respectful manner.
• Adhere to all programme governance, policies and processes.
• Adhere to the high ethical standards of CH2M HILL.
• Represent CH2M HILL and the Qatar 2022 Supreme Committee with the highest level of professionalism.
Requirements
Job Requirements/Qualifications/Experience:
• Minimum of a Bachelor's Degree in engineering; preferred Civil Engineering.
• Minimum of 5 years as a Professional / Chartered Engineer and a member of a recognized professional institution.
• Minimum of 10 years' experience on relevant projects. Previous experience in the State of Qatar and GCC countries is preferred.
• Requisite number of years of relevant work experience, including highway projects.
• Minimum of 5 years in a project coordination role.
• Preference will be given to previous work experience in the State of Qatar.
• High degree of technical proficiency in the successful delivery of programmes and/or projects of similar size and complexity.
• Maturity and interpersonal skills needed to effectively influence the delivering entities and stakeholders.
• Proficiency in risk management, safety, quality and sustainability aspects.
• Excellent oral and written communication skills in English.
• Ability to communicate in English and Arabic is a plus.
• Motivated and able to work independently.
• Demonstrate adherence to high ethical standards.
• Demonstrate a capability and willingness to perform work at construction sites. Have the ability to secure and maintain Qatar residency and a valid driver's license.
