Description and Desired Qualifications
CH2M HILL Interface Manager (Airports) - Doha, Qatar

The Interface Manager Airports reports directly to the Interface Assurance Leader and is accountable for the monitoring and oversight of airport projects as they are planned, construction is implemented and operations and systems are delivered as required for a successful 2022 World Cup QatarTM (Tournament) experience. Such airport works are considered Infrastructure under CH2M HILL's Programme Management Consultant (PMC) scope of services.

The general duties and responsibilities of this position are:
Assure alignment and coordination of interfaces between all airport works and other Infrastructure components, including roads and metro and the Competition Venues and Non-Competition Venues.
Coordinate stakeholder engagement and integration to achieve programme objectives for scope, schedule, quality, legacy, sustainability, budget, etc.
Make certain that the FIFA requirements, tournament Transport Strategy and Transport Plan and pertinent aspects of the National Vision 2030 are fully and satisfactorily achieved.
Facilitate delivery of the airport works to support the Transport Strategy and Transport Plan for the Tournament and Competition Venues.
Actively participate in working groups aimed at providing solutions to delivery challenges, such as interface resolution, construction logistics, supply chain, sustainability, social concerns and legacy.
Assist in the data collection and analysis of project performance (e.g., schedule, cost, safety, resource requirements and sustainability) from stakeholders.
Identify programme risks and monitor implementation of real-time mitigation strategies.
Endorse and adhere to programme policies and procedures (i.e., exemplify culture of discipline).

Essential Duties & Responsibilities:

As the PMC, CH2M HILL is directly responsible for managing the delivery of the Competition Venues and accountable for coordination and monitoring of Infrastructure and Non-Competition Venues on behalf of the Supreme Committee for Delivery and Legacy. The position of Interface Manager Airports will therefore require close coordination, alignment and communication across the delivering entities, key stakeholders, PMC team, and the Supreme Committee for Delivery and Legacy.
The specific requirements and accountabilities of the Interface Manager Airports position are as follows:
Liaise with the delivering parties and all affected stakeholders to assure that the facilities are being delivered to the schedule, quality, budget, sustainability, legacy and other requirements of the programme.
Participate in working groups addressing permitting and approvals, interface management, business process efficiency, HSSE, logistics, sustainability, legacy and other areas affecting programme delivery.
Assess master plans for adequacy and coordination with other planned infrastructure projects.
Evaluate design documents to assess sufficiency for construction purposes and inclusion of critical requirements for FIFA and the Supreme Committee for Delivery and Legacy.
Monitor for adherence to permitting protocols.
cooperate with municipalities and approving authorities.
Endorse suitable change management protocols consistent with programme requirements and monitor for changes in scope, schedule and budget.
Foresee project risks, offer real-time mitigation strategies and report high risk matters to the Supreme Committee for Delivery and Legacy.
Prepare monthly progress reports and other documentation as requested.
Visit work sites, observe situations affecting programme performance and prepare reports of observations and findings.
Enforce provisions of Memoranda of Understanding and Cooperation Agreements.
Review project schedules for adequacy with respect to delivery milestones, level of detail, WBS, logic, duration and resources.
Validate accuracy of information reported by delivering entities, including progress, budget, safety, etc.
Coordinate interfacing with other Infrastructure projects and the Tournament requirements .
Communicate with others in an effective and respectful manner.
Adhere to all programme governance, policies and processes.
Adhere to the high ethical standards of CH2M HILL.
Represent CH2M HILL and the Supreme Committee for Delivery and Legacy with the highest level of professionalism.

Requirements

Basic Qualifications

Job Specifications & Scope of Responsibility:

The successful candidate must have the following:
Requisite number of years of relevant work experience, including delivery of airport projects into operational service.
Minimum of 5 years in a project coordination role.
Preference will be given to previous work experience in the State of Qatar.
High degree of technical proficiency in the successful delivery of programmes and/or projects of similar size and complexity.
Maturity and interpersonal skills needed to effectively influence the delivering entities and stakeholders.
Proficiency in risk management, safety, quality and sustainability aspects.
Excellent oral and written communication skills in English.
Ability to communicate in English and Arabic is a plus.
Motivated and able to work independently.
Demonstrate adherence to high ethical standards.

Education & Experience:
Minimum of a Bachelor's Degree in engineering; preferred Civil Engineering.
Minimum of 20 years as a Professional / Chartered Engineer and a member of a recognized professional institution.
Minimum of 10 years experience on relevant projects. Previous experience in the State of Qatar and GCC countries is preferred.
Working Conditions & Physical Requirements:
Demonstrate a capability and willingness to perform work at construction sites. Have the ability to secure and maintain Qatar residency and a valid driver's license.
