The RoleThe RoleThe Lab Assets Contract Advisor develops contracts, initiates guidelines, coordinates activities and provides technical expertise to assure the proper and timely development, maintenance and administration of contracts associated with manufacturers of lab equipment assets. He, in collaboration with pertinent KAUST organizations, ensures that contracts meet KAUST’s technical and/or operational requirement in a timely and cost-effective manner while maintaining conformity to KAUST policies and procedures. Major Responsibilities · Take lead in all tasks relating to contract procurement cycle such as maintaining, developing and administering all types of contracts. · Process all contract actions including new/replacement contracts, lease agreements, consultant contracts, amendments, extensions and addition /deletion orders etc. · Conduct, in coordination with Lab Design & Development management and other Lab managers / directors feasibility studies to determine viable contractual options. · Assist in developing the scope of work and other contractual schedules as required · Work on statistical reports pertaining to contracting activities and negotiate with contractors. · Initiate guidelines, coordinate activities and provide technical expertise to assure the proper and timely development and/or maintenance and administration of contracts. · Provide interpretation of the contract terms and conditions, in conjunction with other involved parties. · Develop prequalification and technical questionnaires and criteria and participate in contract evaluations. · Develop cost estimates and prepare cost and financial analysis. · Develop contracting policies and procedures for the Lab Equipment Assets function in coordination with the other KAUST organizations to ensure contracts are approved and executed in accordance with KAUST policies and procedures. · Lead the preparation of prequalification documents, bid documents, bid evaluations, contract negotiations and contractor selection. · Ensure that compliance needs of contracts are satisfied including insurance certificates, authority levels and contract approvals. Coordinate the post-award contract administration, including change management, lien waivers, insurance issues, claims mitigation and contract close-outs. · Oversee asset inventory systems for all university lab equipment. · Review business processes and systems with the view to improve processing accuracy and efficiencies.Serve as the contact point for any audits. |
RequirementsRequirementsTechnical Skills: · Strong knowledge of contract management and knowledge of various SAP modules. Non-Technical Skills or Attributes: · Ability to communicate in a clear and concise manner. · Analytical ability. · Capable of giving strong attention to details, · Good "problem solving" skills. · High level of competency in Microsoft Office programs. · Excellent command of oral and written English. Required Education: · Bachelor’s degree in Engineering or Business disciplines. MBA and /or Legal Qualifications are desirable. Required Experience: · A minimum of 7 years experience as a qualified Contracts Advisor in businesses primarily involved with development and administration of engineering and/or construction contracts. Progressively responsible work or contact with auditing, accounting, and contracting techniques and procedures is desirable. |
